Job/Position DescriptionUnder the direct supervision of the HIV/STD Program Manager, the Program Supervisor IV works under general supervision with moderate discretion for the use of initiative and independent judgment. The Program Supervisor IV will perform advanced public health work within the HIV/STD program by supervising the work of assigned program staff and providing training and technical assistance in the program area, as well as reviewing and preparing reports on the effectiveness of program activities. In addition, they will orient, train, and provide mentoring and supervision to program staff to achieve HIV/STD program goals. The Program Supervisor IV works closely with the Disease Intervention Specialist (DIS) and Surveillance staff to conduct comprehensive HIV/STD prevention, intervention, and surveillance activities according to DSHS's Program Operating Procedures and Standards. In addition, the Program Supervisor IV will conduct disease intervention activities according to DSHS's performance standards as outlined by the HIV/STD Performance Indicators goals and provide technical assistance and/or support to local health departments, DSHS contractors, hospitals, laboratories, physicians, community organizations, state, county, and federal government agencies, and the public in general. The Program Supervisor IV will maintain confidentiality in all aspects of duties. Member of the Incident Command Structure in response to public health emergencies. Must comply with HHS, DSHS, and Texas Department of Public Safety applicable policies/procedures/standards. This position is office-based, with independent travel throughout the State of Texas and out-of-state to complete essential job functions.Essential Job FunctionsPROGRAM OPERATIONS: Serves as a guide and supervisor to the Disease Intervention Specialists (DIS) and STD surveillance staff by coaching, mentoring, and fostering teamwork in the day-to-day operations of the HIV/STD intervention and prevention activities in the region. Communicates assignments to staff and monitors the progress of staff in completing assigned investigations in accordance with DIS/Surveillance performance standards. Provides DIS/Surveillance training to new and experienced staff and collaborates in staff development. Performs HIV/STD disease intervention activities - interviews and field investigations in accordance with DSHS DIS/Surveillance performance standards. Seeks to enhance, sponsor, and ensure HIV/STD staff, provider, and community partnerships and support communication strategies that promote HIV/STD prevention activities. Attendance at community events is required. Ensures direct reports have a working knowledge of public health, evidence-based practices, essential public health services, and HIV/STD. Ensures PHR 2/3 direct reports meet or exceed Bureau of HIV/ STD and DSHS performance standards. Must be able to independently travel throughout the State of Texas and out-of-state to complete this essential job function. (40%)QUALITY ASSURANCE: Monitors DIS and surveillance staff performance through the pouch, field, interview, and case management audits following the DSHS DIS audit schedule. Generates worker activity reports in THISIS workflows to measure DIS/surveillance compliance towards the achievement of STD program indicators. Monitors and ensures that DIS case management and field investigations are conducted in accordance with DIS performance standards.
