The Opportunity
We are seeking a Project Administrator III for our Construction Management - Aviation team in the Raleigh or Charlotte, NC area. The Associate will be based at either the Raleigh or Charlotte RS&H office, with some travel to project sites involved and occasional out-of-town/overnight stays.
Job Summary:
This position will be responsible for observing and recording technical work related to field representation, under the direct supervision of a higher-level engineering technician or engineer. Duties include making periodic site visits to observe field operations and inspection services provided by RS&H staff and/or other inspection staff. Confirming the procedures, specifications, reporting, and plans are being followed. Interacting with staff to document and correct items found non-compliant. Reporting findings to the RS&H Engineer of Record and/or Project Manager. Troubleshooting issues and recommending solutions and resolutions. Travel will be required.
Essential Functions:
- Work independently, under general supervision, exercising advanced judgment in the application of standard methodologies and procedures for complex projects, including innovative and reasonable deviations for more complex and unique issues.
- Perform complex tests, observe, and record technical work for complex projects.
- Monitor the accuracy of dimensions and observe in-progress construction to ensure that workmanship and materials used reasonably comply with specifications.
- Review records of quantities of materials received or used during specific periods.
- Maintain site visit reports of construction and inspection activities progress reports.
- Review monthly estimates of work completed.
- Document construction installations that deviate from plans and reports changes for review by senior personnel.
- Analyze and review inspection findings to determine sources of problems, as well as recommend repair, replacement, or other corrective actions.
- Direct and assign specific tasks to inspectors and assist in all phases of routine on the most complex construction projects.
- Manage and direct a large team comprised of inspection staff, administrative staff, and subconsultants, including setting performance objectives, conducting performance reviews, and recommending pay decisions.
- Lead the direction and workflow of departmental staff ensuring functional activities of project management, construction administration, and operations are completed in a timely fashion, including but not limited to report preparation, value engineering analysis, construction document review, and contract and construction administration.
- Routinely communicate with clients, consultants, and other key stakeholders. Negotiate critical and controversial issues with key stakeholders and other members of senior leadership. Participate and/or lead business development activities.
- Develop new techniques and/or improved processes, materials, and/or products to assure quality in all deliverables while maintaining profitable operations.
- Serve as a key resource and subject matter expert to internal and external stakeholders. This includes coordinating with various government agencies, professional associations, and trade associations to identify and implement best-in-class practices.
- Perform all other duties as assigned and within the scope of practice.
Minimum Qualifications:
- High School diploma or equivalent.
- 10 years of relevant experience or a NICET Level IV certification.
- Must possess solid organizational, problem-solving, prioritization, and communications skills.
- Must have the ability to interact with and build relationships with others effectively.
- Proven experience guiding and/or leading junior staff.
- Prior experience in project administration and experience in the construction of major road or bridge structures.
- Must possess strong oral and written communication skills.
- Must have the ability to effectively interact with and build strong relationships with clients, customers, contractors, and other key stakeholders.
- Proven ability to successfully address challenging or potentially controversial issues in a sound professional and business-like manner.
Preferred Qualifications:
- Bachelor's degree in Engineering from an ABET-accredited program or an equivalent combination of education and experience.
Physical Demands:
- Able to sit or stand for prolonged periods of time (up to 8 hours). Occasionally required to sit and stoop.
- Able to lift and/or move up to 50 pounds.
- Specific vision abilities required by this job.
- Subject to environmental conditions. Activities occur inside and outside.
- Able to safely operate a vehicle on the highway and on construction sites.
