Project Manager - iQuasar

Education: Bachelor's Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or another related discipline. A Master's degree or project management certification is preferred.

General Experience:

• At least five (5) years of experience in project management.

• Strong understanding of the complete system development lifecycle from project inception through operations and maintenance.

• Must possess excellent communication skills to work with stakeholders and technical team members.

• PMI certification as a PMP.

• Ten (10) years of experience managing state websites and systems that are directly used by Maryland citizens and businesses.

• Three (3) years of experience managing a major IT project, including the use of the state System Development Life Cycle.

• Three (3) years of experience managing child care licensing, subsidy and/or credentialing systems.

• Three (3) years of experience managing technical contracts or task orders.

• Three (3) years of experience in managing systems that utilize the IBM DB2 as the relational database.

• Three (3) years of experience managing the development and maintenance of Microsoft.Net based systems.

• Three (3) years of experience in Maryland State systems that interface with FMIS or similar systems.

• Demonstrated involvement in projects that combine COTS implementations with custom software development.

• Must possess an understanding of system design using UML.

• Must have an understanding of data modeling

• Must be able to manage multiple projects in a fast-paced, dynamic work environment and be able to demonstrate strong leadership skills in leading technical personnel through the delivery of complex projects.

Specialized Experience: At least five (5) years of experience in managing IT related projects and must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget.
