Job Title: Governance and Controls Manager
Location: Houston, TX 77024 (Hybrid - 3 days in the office, 2 days remote)
Duration: 24 Months
Pay Range: $80.00 - $90.40
Job Description:
1) Governance
Support the Owner Project Director during the development and execution of the projects by
ensuring that the CI Management System (CIMS) is duly deployed with the application of global /
local procedures and associated tools and methodology.
Ensure completion and/or lead the Gate process, from the assurance reviews until the Project
Review Board signoff.
Participate to all other mandatory checkpoints for the assigned projects, including E&C s own
gate process.
2) Monitoring & reporting of Owner investment delivery
Report the performance of Capital Investments projects.
Review and challenge E&C plans, controls, and assumptions as appropriate.
Attend project reviews meetings, act as a referent for the project teams and other stakeholders as
regards to project controls.
Interface with Ops Control for project reporting, support document development including
submissions and updates to CPR and RIC.
Ensure information integrity. Ensure consistency with CIG.
3) Benchmarking & Capitalization
During project development, estimate the Owner s costs portion of the total Capex.
Upon request from the Owner Project Director, analyze the ISBL and OSBL Capex estimates and
schedules by comparing them to historical data of past projects and knowledge of the current
market trends using current projects in execution.
During execution, ensure that the capitalization process is duly followed, such as comparison
between budget and actuals, analysis of the definitive estimate at PRB-B and as-built cost report
to support further proposals, risk and opportunities management.
Participate to cost uncertainties reviews (Monte Carlo / P50) in order to provide inputs on the
applicable ranges to calculate required contingencies.
4) Risk & Opportunities Management
Support the Owner Project Director during the development and execution of the projects to
evaluate their risks, define mitigations, and establish a monitoring plan.
Conduct risk reviews as required by CIMS to analyze potential impacts of risks and opportunities.
Qualifications:
Bachelor / Master Degree in Engineering
Minimum 5 years of experience in project engineering or project management or project
controls (cost, schedule, estimating, risk management) in petrochemicals and/or oil & gas.
Strong analytical & organizational skills.
Ability to communicate with Executives.
