This recruitment will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.
The candidate selected to fill the one (1) vacancy may be selected from either this Project Manager I/II (DOQ) recruitment or from the active Assistant Engineer/Associate Engineer (DOQ) recruitment. Applicants interested in both positions must submit separate applications for each recruitment.
Salary Range: Project Manager I PR 184 ($4,283.55-$5,219.12) Project Manager II PR 185 ($4,497.59-$5,479.89)

Probationary Period: 12 months
Under direction performs project management functions for capital projects through all phases of project delivery including project planning, pre-design, design, construction, start-up, and post-construction. Overall functions of the incumbent include engineering consultant management; developing schedules, cost estimates, and staffing requirements; form and lead project teams; plan, direct, and coordinate activities to ensure that the goals and objectives of projects are accomplished on schedule and within prescribed budget; inspect quality of work and manage project risks; manage outside consultants; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
The Project Manager I is an entry level class. Incumbents learn and perform a variety of assignments (non-complex or non-sensitive) to assist them in independently managing the full range of a project with some guidance and direction. Assignments are typically broad in scope, requiring the exercise of professional judgment and initiative in achieving results while coordinating the work with other Agency departments and managing the work of external consultants, contractors, and entities. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications for the higher-level class.

Project Manager II is the journey level class in this series. Incumbents independently manage the full range of a project, from routine to semi-complex, and are expected to effectively perform their duties with minimum guidance and direction. Assignments are typically broad in scope, requiring the exercise of professional independent judgment and initiative in achieving results while coordinating the work with other Agency departments and managing the work of external consultants, contractors, and entities. Incumbents perform diverse and specialized work involving significant accountability, decision-making responsibility, and fiscal responsibility.

Project Manager II is distinguished from Senior Project Manager in that an incumbent in the latter class has broader scope of responsibility and is assigned the more complex and higher value projects that require greater technical skill and aptitude.

Employees in this class typically report to a Senior Engineer or Senior Project Manager.


EXAMPLES OF ESSENTIAL FUNCTIONS:

Oversees all phases of the project, including project development, preliminary design, design, construction, start-up, and post-construction by controlling all aspects of budget and schedule, and through resolution of issues that pertain to successful project delivery.

Prepares, implements, and monitors planning documents including project goals, scope of work, staffing requirements, schedules, budgets, procedures for accomplishing projects, and allotment of available resources for various phases of the projects as defined by the guidelines established.

Identifies potential risks, takes corrective action on issues, advises others of required actions, and brings unresolved problems to management.

Prepares cost estimates and budget projections; authorizes expenditures within the approved authority; monitors compliance with state and federal funding requirements; obtains and maintains appropriate permits and documentation; prepares project reports; make presentations as necessary.

Oversees, coordinates and participates in the activities of the project team to ensure project progresses on schedule within prescribed budget, and with acceptable quality; confers with project team to provide technical advice and resolve problems; conducts project team meetings to ensure adequate communication of project status; and communicates project status and possible outcomes.

Oversees and participates in the selection of outside consultants; prepares requests for proposals; oversees the bid, proposal, and selection/purchase recommendation process for major capital projects; solicit proposals; reviews proposals; participates in the selection of consultants; participates in establishing schedules and performance criteria; and oversees consultant contracts and schedules.

Oversees and participates in the contractor bid process; plans, schedules and directs the work of contractors; reviews report and specifications; coordinates work with multiple departments, other agencies and the contractor during design and construction; reviews, evaluates and negotiates scope of work changes and timeline extensions; negotiates and participates in mediating contract disputes between the Agency and contractors; and perform analysis and negotiates fair and reasonable costs of amendments and change orders.

Prepares, reviews and maintains a variety of construction related documents, reports and correspondence; prepares, reviews and responds to RFIs and RFDs; manages document compliance database.

Ensures site safety of construction projects; monitors and coordinates the work of assigned construction project inspectors and ensure compliance with all building/construction standards; reviews and evaluates daily job status and inspection report prepared by construction project inspectors; reviews test results and details on extenuating field conditions or potential/actual difficulties; assures work is performed safely and in accordance with contract documents and applicable regulations and codes.

Participates in selecting new unit staff; provides work guidance to others; participates in assigning, training and monitoring work of other employees for completeness, accuracy and conformance with Agency/departmental standards; provides input to supervisor on employee work performance and behaviors; may provide input regarding performance requirements and development targets; provides training, coaching and mentoring to staff; assists in ensuring a fair and open work environment in accordance with the Agency's commitment to teamwork, mutual trust and respect.

Represents the Agency in meetings with elected officials, governmental or private sector organization and citizen groups.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of CIP projects and other types of engineering-related services as they relate to the area of assignment.


QUALIFICATION GUIDELINES:
EDUCATION; TRAINING; AND EXPERIENCE:
A typical way of obtaining the knowledges, skills and abilities outlined above is:

Project Manager I - graduation from an accredited four-year college or university with a major in engineering, construction management or a closely related field; and eight years of professional project management experience; or an equivalent combination of eduction, training and experience. Experience in a public agency is preferred.

Project Manager I may be considered for advancement to Project Manager II after demonstrating proficiency to perform the full range of duties of the latter class. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Manager of Human Resources.

Typically, a Project Manager I is expected to be capable of meeting the proficiency criteria within a 18-24-month period, depending on an individual's prior experience and progression in performing the full range of Project Manager II duties as described in the established performance criteria.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Certificate in Construction Management (CCM) or Project Management Professional (PMP) certification is required to move to Project Manager II.

Possession of a PE will substitute the CCM/PMP certification requirement.
KNOWLEDGE OF:
Theory, principles and practices of engineering design, construction, contract administration and project/program management that relate to wastewater and water treatment/distribution facilities and infrastructure.

The operation of the Agency's treatment plants and related infrastructure.

Public Works Project Policies and Procedures including Government and Public Contract Codes relating to design and construction.

Applicable laws, regulations and codes related to construction project management, including California Environmental Quality Act (CEQA), Discharge Monitoring Reports (DMR), National Pollutant Discharge Elimination System (NPDES) and the Clean Water Act.

Information technology and computer capabilities applicable to assigned construction project inspection functions, including Supervisory Control and Data Acquisition (SCADA) and geographical information systems at an advanced user level.
