Position

This is an exciting opportunity to join an established Construction Management company that works with Federal Agencies and has positions open throughout the country. APSI is currently seeking a Project Manager, to act as the owner's agent (CMa) in support of the General Services Administration on the Design/Build Elevator Modernization, Birch Bayh Federal Building and U.S. Courthouse. GSA intends to modernize six passenger elevators and one freight elevator.

The CMa shall assist the GSA Project Manager (PM)/Contracting Officer Representative (COR) in the areas of design reviews, construction management, administration and oversight, quality assurance, risk management and mitigation, preparation of cost estimate(s), cost analysis, documentation and record keeping, schedule management, and closeout procedures that GSA requires in support of the project. The CMa shall ensure that the contract requirements for the design and construction with regard to scope, schedule, budget, quality, risk and other aspects of the project are satisfied.

The CMa will provide sound and proactive management advice to GSA to ensure the project is run safely and all GSA standards are met. The CMa will function as a collaborative member of the combined project team and shall provide guidance and expertise throughout the design and construction phases. The CMa shall effectively monitor, assess, coordinate, and provide oversight of the design and construction work on the behalf of GSA.

Daily Responsibilities:

Essential Duties and Responsibilities

• Maintain excellent relationships with clients, stakeholders, and the general contractor's team
• Provide a variety of design phase services including design submission and constructability reviews
• Develop and maintain a communications plan and Integrated Master Project (IMP) Schedule.
• Perform preliminary and proposed baseline schedule reviews.
• Prepare construction cost estimates and review contractor proposals in support of DBB contract changes.
• Maintain all project records using applicable GSA forms, electronic tools (Kahua) and standard procedures in accordance with a GSA-approved project filing plan. Manage and track all RFIs, Submittals, cost issues.
• Provide risk management.
• Lead project OAC Meetings, provide agendas and minutes as required.
• Maintain an RFI log and monitor the RFI process.
• Track, maintain and monitor submittal process.
• Schedule, coordinate and perform daily project field inspections of all work.
• Track and maintain an on-going list of observed defects and omissions in the work.
• Prepare and submit weekly progress reports.
• Provide project safety reporting and recommendations.
• Provide contract and financial closeout assistance, to include reviewing the final breakdown of the total construction contract amount into Inflation Reduction Act (IRA) and non-IRA components cost.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

• Minimum of 10 years of construction experience serving as a Construction Manager, Construction Management Representative, Owner's Rep
• Management Representative, Owner's Representative.
• Have previous experience performing construction administration on projects that included Elevator renovation scopes of work.
• Have experience preparing cost estimates and Independent Government Estimates.
• Have experience preparing Integrated Master Schedules.
• Have experience in reviewing contractor shop drawings and submittals
• Have experience with P100 and code compliance requirements
• Have experience in a CMa role managing construction projects for GSA or other Federal Agencies

Preferred Qualifications:

• Have extensive experience working with GSA on GSA managed construction projects
• Have a degree in Construction Management, Architecture, or Engineering
• Certified or pursing certification as a Construction Manager (CCM) by the Construction Manager Certification Institute (CMAA)
