About the Job
The Executive Office of Health and Human Services (EOHHS) seeks an experienced Information Technology (IT) Project Manager (PM) to lead and manage IT projects in support of the business-driven, customer service-oriented approach to providing IT services across the secretariat. This is an exciting opportunity to join a highly skilled team and contribute to a critical and highly visible project within the Executive Office of Health and Human Services.
MassHealth is the EOHHS office that administers the Medicaid program in Massachusetts. The IT Project Manager will be responsible for project work for the MassHealth Office of Long Term (Care) Services and Supports (OLTSS), which manages a robust system of supports for Medicaid members of all ages who need services to enable them to live with independence and dignity in their daily lives, participate in their communities, and increase their overall quality of life. OLTSS is responsible for ensuring that services provided in any setting and all delivery systems are member-focused, accessible, of the highest quality, and delivered in a cost-effective manner.
OLTSS has developed a Universal Core Assessment (UCA) to evaluate clinical eligibility for LTSS services covered by MassHealth. OLTSS is seeking to digitize the tool, so that clinicians are able to conduct the assessment in a secure, seamless, online system, and the resulting information is available to other approved system users for purposes of program management, service referral and coordination, and quality measurement. The OLTSS IT PM will oversee the digitization of the UCA tool, including, but not limited to, gathering technical and business requirements; developing and testing the system design; coordinating system training, piloting, and go live; management and evaluation of the UCA vendor; liaising with business and technical stakeholders within MassHealth and sister agencies; and reporting project status including the articulation of impediments, risk analysis, risk mitigations and timeline. The OLTSS IT PM may be responsible for other OLTSS projects as needed.

SPECIFIC DUTIES
- Work with UCA vendor and key stakeholders, including technical and business units within MassHealth and sister agencies, to develop project plans with detailed milestones and activities.
- Work with UCA vendor and key stakeholders, including technical and business units within MassHealth and sister agencies, to facilitate the development and approval of business requirements, technical specifications, and other project documents.
- Implement plans and report status and risks to stake holders.
- Monitor results against established timelines, deliverables, tasks, dependencies and associated technical specifications
- Ensure all project documentation is prepared in accordance with agency standards and published in a timely fashion
- Coordinate project activities for adherence to agency standards and policies
- Identify key risks and their impact on the project
- Report on project status, risks, and mitigation strategies to application stake holders
- Ensure effective communication between non-technical and technical teams
- Monitor results against established timelines, deliverables, tasks, dependencies and associated technical specifications
- Adhere to established Commonwealth policy and procedures
- Knowledge of health care delivery systems, including fee-for-service programs and managed care plans
- Knowledge of, and experience in a healthcare information technology environment
- Experience with health care data including claims, encounter, total cost of care and eligibility data
- Fluency in full range of Software Development Lifecycle Cycle (SDLC) methodologies and current industry standards of IT project management; Project Management Professional (PMP) Certificate
- Ability to develop and maintain effective relationships with management, end users and project team members
- Strong communication skills and ability to interact easily with technical and non-technical staff across multiple agencies conveying complex technical concepts in simple business terms.
- Knowledge and demonstrated ability to conduct detailed planning, and to perform risk assessments and their associated risk mitigation actions
- Excellent oral and written communication skills, and presentation skills
- Understanding of IT system architecture and use of major enterprise application platforms, such as Salesforce and Oracle, in commercial products
- Experience in contracts management and vendor evaluation
- Understanding of software system and product pricing methodologies (per license, per seat, etc.) and ability to evaluate pricing proposals from vendors
- Project Management Professional (PMP) Certificate
JOB REQUIREMENTS
- Bachelor s degree in Computer Science or a related field
- Minimum (5) five years of extensive hands-on experience with project management as the project manager with full accountability and financial responsibility
- Minimum (5) five years of IT experience in one or more technical roles such as business systems analyst
- Experience with and preparing project documentation such as detailed requirements
- Proficiency with MS Project
- Proficiency with MS Office applications including Excel, Word, Visio, Outlook and PowerPoint
- Must be able to be co-located in Boston and North Quincy on a regular schedule (i.e., 3 days in Boston, 2 days in North Quincy) and be available to participate in meetings at either location as needed.
