PROJECT MANAGER

Job Summary: The Facilities Project Manager is a member of the Buildings & Infrastructure group that plans, directs, and oversees new construction, building structural changes, remodels, repairs, maintenance and related improvements for all RCSC buildings, amenities, and real property. The Facilities Project Manager is responsible for managing all aspects of construction projects that take place at RCSC facilities, including working with outside architects, contractors, and other professionals to ensure that projects are completed on time and within budget.

Salary Range: $60,000-$70,000
Key Duties and Responsibilities:
- Work with project stakeholders to ensure designs and layouts meet both organization and stakeholder needs.
- Develop scope of work specifications, preferred equipment lists, and design layouts to be used when requesting contractor and vendor bid proposals.
- Review project bids to ensure compliance with established procedures and policies. Give approval to projects under $25,000 and provide final review and approval to bid packets prior to submittal to the Director of B&I, Director of Finance, General Manager and RCSC Bid Commission.
- Provide oversight for the negotiation and control of all B&I related contracts, such as those related to construction projects, purchased services, facilities maintenance, and other related agreements.
- Evaluate proposals and contracts for consistency and thoroughness between contractors or service companies.
- Ensure that projects and maintenance comply with Federal, State, County, EPA, OSHA and asbestos regulations.
- Work in cooperation with architects, engineers, contractors, and county agencies to ensure successful and timely project completion.
- Oversee all projects through completion; sign off on all completed projects assuring jobs are completed to contract specifications before final payment is made.
- Visit job sites to verify work progress and completion.
- Evaluate skill level, resources, and completion time to determine whether a repair or project is completed by in-house personnel or an outside contractor.
- Approve invoices and contractor pay applications, as applicable.
- Assist the Director of B&I to develop and manage the annual B&I capital, repair & maintenance, preventative maintenance, and operating budgets for assigned departments.
- Prepare and submit project budget estimates and progress reports, including monthly project report, for the Director of B&I, Director of Finance, GM and/or Board of Directors as applicable.
- Prepare monthly budget variance reports for B&I Department budget and repair and maintenance accounts affected by B&I Department work tasks.
- Develop and maintain reserve study information for the corporation.
- Prepare reports, spreadsheets, and studies as needed to support the needs of the Director of B&I, the General Manager and/or the Board of Directors.
- Ensure project documents are complete, current, and stored appropriately.
- Responsible for maintaining the confidentiality of all Board and Corporate business where confidentiality is required.
- Provide technical guidance and leadership to department coordinators and Facilities Maintenance Supervisor.
- Provide backup coverage for other department coordinators if/as required.
- Qualifications:
- Bachelor’s Degree in Construction Management, Architecture, Engineering, or related field from an accredited university or college.
- 3+ years of increasingly responsible construction project management experience where project management, facilities management, building construction principals, and financial management have been emphasized.
- Certified Associate in Project Management (CAPM) preferred.
- Specialized training in building trades, asbestos, facilities management, or recreational facilities helpful.
- Possession of a valid State of Arizona driver license.
- Knowledge, Skills, and Abilities:
- Excellent oral and written communication skills.
- Strong project management skills and the ability to complete multiple projects on time and within approved budget.
- Strong financial management and budgeting skills.
- Advanced proficiency in Microsoft Word, Excel, and Outlook.
- Familiarity with Microsoft Project preferred.
- Ability to read and interpret construction drawings.
- Knowledge of building related equipment and trades related construction costs.
- Ability to work and coordinate with personnel independently with minimal instruction.
- Ability to motivate and maintain effective working relationships with colleagues, RCSC management, Board of Directors, Cardholders, county officials, architects, engineers, and vendors.
- Must possess excellent judgment, analytical, problem-solving, decision-making, and people skills.
- Ability to write reports, business correspondence and operational procedures.
- Excellent understanding and working knowledge of building construction and building systems.
- Ability to maintain confidentiality and professional decorum.
