Project Superintendent - JTS CONSTRUCTION

About the Job
Based at the JTS Construction office located in Bakersfield CA, the Project Superintendent provides direct, on-site management, supervision, and activity coordination for all phases of Commercial and Public Works construction projects in various cities within the State of California. This position keeps projects on schedule and within budget by arranging and securing all essential material, equipment, and resources to ensure plans and specifications are strictly followed using substantial communication and collaboration. Project Superintendents are responsible for overall scheduling, inspections, quality control, loss control, security, and job site safety. Accountable for subcontractor and vendor scheduling and oversees scope, ensuring work is performed as agreed. Other duties include managing budget and expenses, inventory tracking, direct supervision of all on-site personnel and handling on-site recruitment, hiring, training, job assignment, timekeeping, employee relations matters, discipline, terminations, documentation, and record keeping.
Essential Functions
- Responsible for compliance with applicable Federal, state, and local laws and ordinances.
- Participates in strategic budgeting with Project Managers, handles resource allocation, and forms staffing plans.
- Ensures that all policies, procedures, and processes are followed.
- Manages capital assets at the site and participates in insurance claim inquiries as needed.
- Learns plans, specifications, general and special conditions, addendums, subcontract requirements, and bid paperwork to include Requests for Information (RFIs).
- Ensures cost-effective measures are taken in all areas and consistently reviews areas for improvements.
- Procures equipment and supplies, secures and manages on-site inventory.
- Allocates resources and equipment for full effective and appropriate utilization.
- Secures on-site resources such as sanitation, security fencing, restrooms, hand washing and first-aid stations, bulletins, fire extinguishers, Injury and Illness Prevention Program (IIPP) and handbook retention, etc., often needing to complete material take-offs.
- Oversees subcontractor and vendor work, ensuring the right materials are used, correct safety, health, and environmental quality standards are met while executing scope of work as agreed.
- Issues notices of non-compliance and 48-hour Notices to subcontractors and vendors when necessary.
- Identifies problems and communicates to Project Managers and other internal and external contacts to keep project on schedule and within budget.
- Provides intensive follow-up regarding previous problems/issues and manage appropriately.
- Ensures As-Built plans are updated each week.
- Ensures three-week schedule is updated each week, meeting the master CPM schedule and coordinating with the Project Manager to work out issues.
- Ensures daily reports and punch lists are submitted according to timing and internal accounting cost codes.
- Reviews and approves invoices weekly, appropriately using internal accounting cost codes.
- Responsible to provide a safe, clean, and organized work environment.
- Keeps a constant focus on preventative maintenance, loss control, and safety.
- Maintains consistent attention to maintenance, repair and replacement needed for equipment and vehicles, ensuring good working order.
- Assigns and consistently evaluates work of on-site staff.
- Provides a clear sense of direction and focus.
- Provides or oversees recruitment, hiring, training, job assignment, and timekeeping for the project.
- Handles all on-site employee relations matters, discipline, terminations, documentation, and record keeping.
- Responsible for worker safety (PPE, job site conditions, how to safely perform jobs, consistent training)
- Arranges for inspections with city, county, or Division of State Architect (DSA) and completes necessary forms.
- Ens res all grievances or complaints are investigated and handled and documented appropriately.
- Maintains records of all site activity.
- Mandatory attendance at weekly Superintendent meetings in Bakersfield, CA.
- May take on other duties as assigned.
Qualifications
- Five (5) years work experience performing Commercial Construction Superintendent work or substantially similar work as described herein (*Looking for at least ten (10) years of progressively increasing responsibility)*
- Must have a clean Motor Vehicle Report
- Must pass a background investigation, drug test, and Live Scan fingerprinting
- Ethical and punctual, fulfilling obligations as promised
- Must be dependable and reliable, opening and closing the site each day and remain available as needed
- Must be computer literate with working knowledge of all Microsoft Office programs and Outlook for email
- Must be able to professionally and authoritatively communicate effectively both verbally and in writing to internal and external contacts and employees
- Lead by example, provide guidance, motivate and team build with all on-site employees/teams
- Must have a proven ability to problem solve and make quick decisions effecting on-site operations
- Must possess the ability to set and meet deadlines and manage all time of on-site employees
- Must be willing to occasionally travel and work in varies cities in the State of California
General Physical Requirements
- Sitting, standing, walking, jogging, leaping, running on uneven ground, stairs or elevated structures
- May climb, balance, stoop, kneel, crouch, crawl
- Physically lifting up to 100 pounds
- Hand dexterity to use tools, type, or handwrite
- Reaches with hands or arms and performs movements such as pulling, pushing, hammering
- Ability to speak verbally and raise voice when necessary

- Ability to work outside in different types of weather to include wet conditions such as ice, rain, sleet, heat, direct sun exposure, and in rare cases, snow.
