Description:
The Proposal Manager will co-ordinate and produce the proposal (RFI, PPQ, ITT, RFP etc.) response whilst assembling a proposal team that has the skills to prepare and submit winning proposals. They will introduce and implement all necessary proposal procedures and governance. This is a highly networked role that requires an ability to work under pressure and to challenging deadlines.
Responsibilities:
The Proposal Manager reports to the Publications Manager and is responsible for managing the cradle to grave workload of subordinate Coordinators who support the preparation of contract and Task Order proposals. The successful candidate will provide training and professional development to subordinate personnel and provide performance input for employee evaluations to the Publications Manager. They ensure top quality assistance to S³ business entities for Task Order proposal development, document preparation, and proofing. Further, they support internal publications work order management, including the population and maintenance of the publications database for sample proposals, past performance, skills tracking, capture plans, and other business development tools and documents.
The Proposal Manager develops the proposal outline, the RFP guidelines, coordinates the data calls, completes drafts, supervises proposal color reviews, prepares and supervises major proposal color reviews and recovery. Supporting the Business Capture Manager, solidifies teaming arrangements, kick-off meetings, following the Shipley Method.
Requirements:
- Bachelor's Degree in Marketing, English, Journalism, Computer Science, Business Administration or a related field.
- Minimum of 12 years of directly related (above) experience with at least 8 years of experience in performing similar management roles for the US Government, the Military, or a DoD contractor company.
- Secret Clearance is required.
