General Purpose
Bristol Industries is looking for someone responsible for and takes ownership of the management of written Federal Government proposals and related support processes, to develop compliant, comprehensive, and compelling proposals. Works closely with the Director of Proposal Development, Business Line Manager, Capture Manager, and other Proposal Managers/Proposal Coordinators to refine the Capture Plan and Proposal Development. Manages the proposal team and provides expertise in proposal development to implement a winning approach.
Major Responsibilities
PROPOSAL MANAGER I
Education: Bachelor's Degree preferred.
Experience: Minimum 8 years of work experience with proposal development, coordination and management and a minimum of 3 years of federal proposal management and writing experience. Department of Defense and federal Government (construction, environmental, fuel systems, engineering, etc.) industry experience preferred.
PROPOSAL MANAGER II
Education: Bachelor's Degree preferred.
Experience: Minimum 10 years of work experience with proposal development, coordination and management and a minimum of 5 years of federal proposal management and writing experience. Department of Defense and federal Government (construction, environmental, fuel systems, engineering, etc.) industry experience preferred.
PROPOSAL MANAGER III
Education: Bachelor's Degree preferred.
Experience: Minimum 15 years of work experience with proposal development, coordination and management and a minimum of 8 years of federal proposal management and writing experience. Department of Defense and federal Government (construction, environmental, fuel systems, engineering, etc.) industry experience preferred.
Required Knowledge or Skills
Proposal development/management in the Architectural/Engineering/Construction industry

Major Responsibilities
- Primary responsibility is to be able to interpret, manage, and develop Federal Government (primarily DoD) proposal responses from RFP to Final submission.
- Able to analyze RFP requirements vs company ability to provide input the go no-go decision.
- Manages, coordinates, and develops all phases of the company's proposal process to include managing all resources essential to the execution and delivery of an on-time, on-budget and compliant proposal.
- Reads, interprets, and analyzes RFP requirements.
- Develops proposal strategy, including issues, features, benefits, and proofs.
- Organizes the proposal team and manages resources on a day-to-day basis, and schedule with senior staff.
- Supervises and provides leadership to the proposal team, including Proposal Coordinators and Proposal Writers.
- Develops proposal management tools to include compliance matrix and fulfills requirements through proposal development effort.
- Assists with proposal writing and/or identifies subject matter experts that can effectively contribute to responding to proposal requests. Recruits/guides Proposal Coordinators and writers as needed to perform specific proposal-related tasks.
- Manages proposal submittal, logistics, and delivery of the final document.
- Contributes to updating the proposal database to include final resumes, project descriptions, and past performance databases in accordance with the proposal close-out process.
- Proactively and independently develops, maintains, and continuously applies proposal planning processes to include directive, outlines, schedule, budget, storyboards, win themes, action items, statement of work analyses, etc.
- Leads effective, results-driven proposal preparation, kickoff, and review meetings. Develops/maintains proposal calendar and sets status proposal meetings with team. Obtains buy-in on defined assignments, draft schedules, and deadlines described in the proposal directive.
- Participates in the conceptualization and development of win themes and discriminators.
- Develops targeted questions and interviews technical and program staff to extract the critical information necessary to develop technical and managerial solutions.
- Works with senior staff to develop and review storyboards/proposal outlines to ensure proposal sections address requirements and meet customer page limits.
- Performs final quality check of all proposal sections and volumes of proposals from Technical Staff and Proposal Writers/Section Leads.
- Obtains review from senior staff for accuracy, consistency, and meeting all RFP/solicitation requirements throughout each proposal section and volume.
- Manages and reviews post-proposal activities including Final Proposal Revisions (FPRs), Evaluation Notices (ENs), lessons learned, client debriefs, and document archiving.
- Utilizes prior knowledge and experience to help lead, inform, and share "lessons learned" to those preparing proposals.
- Able to author, with guidance as necessary, various proposal sections to include Past Performance, Key Personnel, Management, Safety, and Quality.

- Excellent interpersonal skills with all levels of management, staff and clients.
- Demonstrated management experience.

- Strong skills using Microsoft Office Suite (Work, Excel, Outlook, PowerPoint Visio), Adobe Professional and Adobe Creative Suite (InDesign, Illustrator, etc).

Physical Demands
