Overview
Development InfoStructure (Devis) is seeking a Personal Services Contractor (PSC) Overseas Management Advisor for a proposal-based position, contingent upon contract award. The Overseas Management Advisor will provide expert guidance on the management, operations, and logistics for overseas PSCs, ensuring alignment with USAID mission and State embassy policies. This role requires extensive knowledge of federal regulations and local labor laws in countries where USAID operates.
Primary Duties
- Agreement Advisory: Advise on the terms of agreements for overseas PSCs, including U.S. hires posted abroad, offshore hires, local hires, and third-country nationals.
- Risk Management: Identify and mitigate legal, financial, and operational risks associated with overseas PSC contracts.
- Labor Law Compliance: Provide insights on relevant local labor laws in countries where USAID operates, ensuring compliance and operational effectiveness.
- Budget and Forecasting: Advise on the development of budgets and funding forecasts for overseas PSCs, ensuring alignment with mission goals and resource requirements.
- Allowances and Differentials: Guide the administration of allowances and differentials for overseas PSCs in accordance with DSSR, FTR, and policies equivalent to State Department FAM and FAH.
- ICASS Coordination: Participate in ICASS discussions to ensure that overseas PSC needs are adequately addressed in coordination with other agencies at overseas posts.
- Diplomatic Relations: Advise on establishing and maintaining effective relationships with Chiefs of Mission (COMs), Regional Security Officers (RSOs), and other senior embassy officials on PSC matters, security concerns, and operational updates.
- Strategic Guidance on Compensation: Provide advice on compensation structures for overseas PSC roles, focusing on leave, insurance, retirement, and special allowances to ensure competitive and compliant offerings.
Required Qualifications
- Advanced degree in Public Administration, International Relations, Business, or a related field, or equivalent experience.
- Minimum of 8 years in a consulting or advisory role within federal or foreign assistance contexts, with a focus on overseas operations and PSC management.
- Strong analytical and communication skills, with expertise in USAID and State embassy operations.
- Familiarity with DSSR, FTR, FAM, FAH, and other regulations impacting overseas PSCs.
- Experience advising on USAID or similar government contracts.
- Experience working as, managing or hiring PSCs.
- Experience with computer systems, including web-based applications, Microsoft Office 365.
Desired Qualifications
- Proven expertise in local labor law and risk mitigation for international operations.
- Familiarity with ICASS processes and embassy protocols.
