Salary Range: $90,000-$110,000
Summary: DAWSON is seeking to fill a full-time, temporary Construction Quality Management/Quality Assurance Manager (CQM/QA) position. The CQM/QA is responsible for the effective development of construction documents and oversight of the project management of renovation and new construction projects at Tripler Army Medical Center to ensure the “Owners” requirements for quality and timeliness are achieved. The CQM/QA must have a working knowledge of the medical design criteria, the Uniform Facility Criteria (UFC’s) and Federal Building Code requirements.
KEY RESPONSIBILITIES:
- Serve as “Owners Representative” CQM/QA manager (s) for DHA-approved activities such as new buildings, renovation, repairs, deficiency-correction, and replacement construction projects
- Attend meetings with architects, engineers, and prime contractors, review submittals and perform onsite visits and is responsible for the effective review of construction documents and oversight of the project management of the construction projects to ensure the “Owners” requirements for quality and timeliness are achieved. Provide report of meeting to Facilities Director with identification of any problems or difficulties and recommendations for resolution
- Advise the Facility Manager (FM) or FM’s representative of all issues that require his action or the action of senior leaders. Key areas of focus are the review of documentation to ensure that required documentation is complete and usable for the maintenance and operations of the facility once the project is turned over to the Command
- Ensure that the new buildings meet all the requirements of the plans and specifications of the contract documents.
- Maintain records of all necessary construction documentation such as financial cost accounting, meetings, drawings, submittals, applications for payments, change orders, proposals, purchase orders, communications, transmittals, notes, etc.
- Perform continual on-site surveillance of construction activities, to include infection control measures, maintenance of interim life safety measures, and related surveillance. Inspect the contractor’s quality control activities. Monitor and record testing required by contract documents
- Maintain progress photos of the project
- Review and evaluate HVAC plans, specifications, installation, testing and balance, commissioning reports, and field verifications
- Review and evaluate all change orders recommended by the architect or his consultants, all change order requests, and cost proposals made by the contractors, and recommend action to be taken to the Facilities Manager
- Ensure construction utility outages are coordinated and completed as planned.
- Aid in preparing punch list corrections prior to acceptance of the building or portions of it by the owner
- Review final 'as built' drawings as Owners Representative, to include regular weekly/monthly review of construction site “red-line” drawings
- Receive all warranties and provide all mechanical and electrical systems information, including operation and maintenance manuals, to Tripler Army Medical Center personnel responsible for ongoing maintenance.
- Review operation and maintenance manuals to ensure documents have been redacted to reflect the specific equipment provided and Preventive Maintenance tasks and frequency are identified
- Ensure that the process to provide Real Property Installed Equipment (RPIE) labels onto equipment is performed by contractor, as necessary
- Support Initial Outfitting and Transition efforts, as required.
- Provide recommendations for design modifications
- Complete required Army training, as required by the site
- Provide effective coordination, support, and promotion of interactions with other staff offices and organizations.
QUALIFICATIONS:
- Minimum 5 years construction quality control experience, preferably in a healthcare setting
- Experience in at lest 2 Joint Commission hospital surveys
- Construction Quality Management for Contractors course through USACE preferred
- Working knowledge of the medical design criteria, the Uniform Facility Criteria (UFC's) and Federal Building Code requirements
- Excellent organizational and communication skills, both written and verbal.
- Able to read, write, speak, and understand English
- Must have excellent Microsoft Office Suite skills
- Capable of obtaining base access and Common Access Card (CAC) through favorable completion of a background check and SF-85 Questionnaire for NACI security clearance
