Minimum Qualifications
MINIMUM QUALIFICATIONS:
A master's degree in epidemiology plus four years of professional level experience in epidemiology.
SUBSTITUTIONS:
A master's degree in public health, which included twelve hours in epidemiology, biostatistics, tropical medicine, maternal and child health, occupational health, international health, community health, or any combination, will substitute for the master's degree in epidemiology only.
A master's degree in nursing, a social science, a biological science, or a behavioral science, which included twelve semester hours in epidemiology and/or biostatistics or a combination, will substitute for the master's degree in epidemiology only.
A doctorate degree in veterinary medicine, which included twelve semester hours in epidemiology and/or biostatistics or a combination, will substitute for the master's degree in epidemiology only.
A doctorate degree in epidemiology will substitute for two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.

This Public Health Epidemiologist Manager is a high-level technical position. This position is assigned to the Infectious Disease Epidemiology Section and is responsible for statewide Healthcare-associated Infection and Antimicrobial Resistance, and Antibiotic Stewardship surveillance and epidemiologic response. This position supervises four subordinates (2 PH Epidemiologist Specialists and 2 PH Epidemiologists). This position will be supervised by the Program Manager 2.
25% Management of Complex Surveillance System for Healthcare-associated Infections and Antimicrobial Resistant Organisms.
+ Plans, organizes, and directs the statewide Healthcare-associated Infection and Antimicrobial Resistance Program, which includes but is not limited to the prevention of the following:
+ Louisiana reportable conditions - Carbapenem resistant Acinetobacterspecies andEnterobacterales,Candida auris, Vancomycin Intermediate or ResistantStaphylococcus aureus, invasive Vancomycin resistant Enterococcus, and all outbreaks occurring in healthcare settings AND
+ National Healthcare Safety Network conditions - central line-associated blood stream infections (CLABSI), catheter-associated urinary tract infections (CAUTI), surgical site infections (SSI), Methicillin resistantS. aureus(MRSA) blood stream infections, andC. difficile infection
+ Supervises all field operations of healthcare-associated and antimicrobial resistant infection epidemiologic surveillance and response.
+ Provides oversight of all healthcare-associated and antimicrobial resistant infection case investigations as well as all local, statewide, and multi-state outbreak investigations.
+ Serves as state expert in control and prevention activities for all healthcare-associated and antimicrobial resistant infections.
25% Evaluation of Epidemiologic Data
+ Evaluates epidemiologic data in order to guide the agency administration in the development of programs and policies to prevent the spread of disease, disability, and mortality.
+ Ensures data quality for healthcare-associated and antimicrobial resistant infections in Louisiana surveillance system and the National Healthcare Safety Network system.
+ Provides oversight to epidemiologist specialists, epidemiologists, public health epidemiologist technicians, and program monitors in the design of intervention studies, data collection, analysis, and interpretation.
+ Evaluates program effectiveness, and initiates and/or approves measures to achieve improvement.
20% Grant Management
+ Oversees the preparation of the Healthcare-associated Infections, Antimicrobial Resistance, and Antibiotic Stewardship components of the Epidemiology and Laboratory Capacity (ELC) grant.
+ Provides assistance to the OPH Laboratory for the completion of the Antimicrobial Resistance Laboratory Network component of the ELC grant
+ Prepares program budget in coordination with IDEpi program managers and monitors expenditures.
+ Monitors grant activity execution and progress.
10% Supervisory responsibilities
+ Oversees epidemiology staff responsible for coordinating the day-to-day operations of the Healthcare-associated Infections and Antimicrobial Resistance Program.
+ Formally evaluates work of subordinates, providing technical guidance when needed.
+ Hires or approves the hiring of subordinate program staff.
+ Coordinates and supervises the development of implementation of the IDEpi curriculum related to healthcare-associated and antimicrobial resistant infections.
10% Direction of epidemiologic services in health emergencies
+ Plans and coordinates healthcare-associated and antimicrobial resistant infection epidemiological services in health emergencies such as natural disasters.
+ Oversees the implementation of disaster-related prevention and control activities as needed to insure and maintain community/public health or when requested to do so by the State Epidemiologist or State Health Officer.
10% Data Presentation
+ Presents healthcare-associated and antimicrobial resistant infection epidemiological data to legislators, communities, and other agencies.
+ Assists the State Epidemiologist in preparing epidemiologic data analysis for inclusion in legislative justification.
+ Attends and participates in public health related meetings of local government bodies, civic organizations, national organizations and other groups to serve as an epidemiological advisor/expert.
