GENERAL STATEMENT OF DUTIES
Professional position requiring the application of nursing practices, public health, quality improvement processes, management, and organizational principles. Specialized knowledge and licensing in nursing is required. Responsibilities include managing several program/service area budgets, contracts, and compliance laws, rules and regulations. Responsibilities also include supervision of licensed nursing and other licensed or non-licensed program staff, and planning and development of programs.
SUPERVISION RECEIVED
Works under the general supervision of a Public Health Division Director, or designee, who assigns and oversees work, establishes goals and reviews results obtained for overall effectiveness and for meeting department and county objectives.
SUPERVISION EXERCISED
Exercises full supervision for supervisory, professional, technical and support staff. May also supervise interns and volunteers.
Typical Duties - Duties include, but are not limited to the following
Provides clinical oversight to the Medical Team and Nursing staff.
May provide 24/7 supervisor coverage on rotating basis.
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Due to regular assignment, employee may be assigned a leadership role in the provision of essential services or response functions. Staff at this response level must complete Incident Command System 100, 700, 200, and 800 on-line or in-person training.
Requirements for the Position
EXPERIENCE AND TRAININGBachelor's degree in a specific professional health field related to the position; AND Three years of Registered Nursing (RN) experience, including one year of leadwork experience; OR Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
NECESSARY SPECIAL REQUIREMENTS
Comprehensive knowledge of nursing practice, population-based health and continuous quality improvement.
Thorough knowledge of Tier 2 competencies for public health professionals (Public Health Foundation, 2014); principles in related public health services; State of Oregon Administrative Rules related to specialized public health service area(s); public health administration; health integration practices; supervision and performance management; leadership, wellness, team dynamics and staff development; program planning and budgeting, fiscal management; organizational processes and design; and budget and grant preparation and administration.
Skills to negotiate, compromise, facilitate, problem solve and provide conflict resolution; coach, mentor and train individuals and teams; develop and implement policies and procedures; effectively communicate both orally and in writing.
Abilities to perform independently in a fast paced, team based environment; effectively provide leadership, guidance and delegate to individuals and teams; lead and supervise other supervisory staff; interpret and apply pertinent provisions of Federal, State and County statues, rules and regulations related to the program services overseen; oversee service planning, coordination, utilization of resources, promote intended goals and outcomes; direct continuous quality improvement efforts; establish and maintain effective working relationships with employees countywide, clients, government agencies, community groups, partners, and the public.
PHYSICAL REQUIREMENTS
Drives a motor vehicle in the performance of duties and to off-site meetings and trainings; uses depth perception; sits; stands; moves about the work area; lifts and carries up to 20 lbs. up to 300 feet; pushes and pulls up to 30 lbs.; moves carts weighing up to 50 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors and shades; hears a normal speech level; able to hear through stethoscope; may encounter cold when handling vaccines, may be exposed to heat; uneven and wet areas when leaving the building to attend meetings, chemicals if cleaning an area.

Typical Duties - Duties include, but are not limited to the following
Provides clinical oversight to the Medical Team and Nursing staff.
- Provide support and oversight to contracted psychiatrists and licensed mental health nurse practitioners.
- Serve as the liaison between Medical Services Team and Adult & Child BH Program Managers.
- Supervise Nursing staff and medical team support.
- Assist with policy and procedure development, incident report reviews and monitor OAR and ORS changes related to this scope of work.
- Ensure compliance with insurance regulations, telehealth rules and drug formularies.
- Schedules the med team and addresses staffing issues.
- Inventory and ordering medications and supplies
- Provides education and training, monitors BLS status for nurses.
- Addresses complaints, medication errors, incident reports and performs a root cause analysis.
- Audits MARs
- Meets with staff regularly, documents clinical supervision, and provides performance evaluations annually.
- Responsible for direct services provided in assigned area; including service development; service delivery; compliance with payer requirements; staff workload.
- Personnel management: including recruitment, hiring, performance evaluations, new employee orientation, disciplinary action, monitor nursing practice.
- Familiar with licensing board requirements for all supervised licensed staff
- Utilize quality improvement process to improve services.
- Provide administrative management; leave time approval; purchasing; risk management; employee safety; quality assurance.
- Provides for team development, conflict resolution. Effectively manages change; serves as a role model.
- Responsible for monitoring and negotiating contracts/grants and their performance.
- Ensures EHR adoption among team, provides feedback to EHR team and trains staff.
- Participates in required trainings, meetings, and communications.
- Participate in department or division committees as appropriate.
- Monitors, develops, and manages budget.

Requirements for the Position
EXPERIENCE AND TRAINING
- Possession of Oregon Nursing License or obtain the license within 60 days of hire.
- Healthcare Professional CPR certification or obtain within 30 days of hire.
- Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. - Must possess and maintain proof of personal automobile liability insurance, at a minimum, in the amount required by Oregon Law (ORS Chapter 806) as may be required to utilize personal vehicle.
- Selected applicants will be required to provide college transcripts at interview.
- Must pass a criminal history background investigation; however, conviction of a crime may not necessarily disqualify an individual for this classification.

- This is a full-time position, which is not eligible for overtime.
- Typical Work Schedule: Monday through Friday, 8:00 am - 5:00 pm, with flexibility depending upon the needs of the department and program.
