Public Safety Operator
Department: Police-Dispatch

JOB SUMMARY:
The Public Safety Operator for the Police Department will assist the on-duty shift with the running of warrants, driver’s licenses, and vehicle registration information, as well as entering all missing persons and stolen property in the NCIC/FCIC computer. Operators will validate all requests from outside agencies on entries made in the NCIC/FCIC computer on a 24-hour basis. The safety operator will handle and write all minor reports that come into the Police Department either as a walk-in or over the phone. Minor reports will include but are not limited to lost/found property and information reports that require no on-scene or follow-up investigation. They will also act as the first contact for Public Works after normal business hours and make contact with the on-call person when required. Works under the direction of the Public Safety Supervisor.
ESSENTIAL JOB FUNCTIONS :
- Operate the base units and access information systems (D.A.V.I.D. and C.J.I.S.) for the police department network and work as an information channel for on-duty officers.
- Receives public work calls and contacts on-call personnel after hours.
- Handles minor reports that come into the Police Department during their shift.
- Acts as an information channel for on-duty patrol officers (runs tags, driver’s licenses, and warrant checks).
- Respond to citizens’ complaints and assist the public during stressful, emotional, and/or hostile situations.
- Operates National and Florida Criminal Information Center teletype systems; sends messages via FCIC/NCIC when advised to do so by the competent authority.
- Monitor in-house and city-wide video security systems.
- Directs all requests obtained to proper authority for appropriate action in a timely matter.
- Maintains effective working relationships with other employees and facilitates a professional appearance to the general public through their conduct and adherence to the uniform dress code.
- Greets and assists the public in a courteous, effective, and professional manner.
- Update and maintain the many necessary skills, knowledge, and certifications required for this position.
- Perform other duties as assigned by supervisor.
Special Requirements:
- Must maintain a valid phone number.
- Must pass a background screening and investigation.
- May be required to work overtime, or alternate hours, as necessary for the efficient operation of the department.
Mission critical position: Essential employees may be required to work during an undeclared or declared emergency. The Police Chief makes the determination on who will be required to work in times of emergency.
QUALIFICATIONS:
Education and Experience:
High school diploma or GED. Progressive work experience in operating a police switchboard, radio communication system, and police department computer-aided dispatch (CAD) system is preferred. Demonstrated keyboard proficiency required.
Licenses and Certifications:
- Florida Crime Information Center (FCIC) certification, National Crime Information Center (NCIC) Database for Annotation and Visualization and Integrated Discovery (DAVID) certifications are required within ninety (90) days of employment.
- Possess and maintain a valid State of Florida Class E driver’s license.
Knowledge, Skills, and Abilities:
- Thorough knowledge of modern office procedures, practices, and equipment.
- Knowledge of department standard operating procedures.
- Thorough knowledge of business English, grammar, punctuation, and spelling.
- Skilled in the use of modern computer operations (spreadsheets, databases, word processing, web browsing, etc.) and programs (MS Word, Outlook, Excel, PowerPoint, etc.
- Ability to compose correspondence, prepare reports, and perform routine office, management tasks without direct supervision.
- Ability to organize, prioritize, schedule, and manage daily work activities, tasks, and special assignments.
- Ability to understand and follow oral and written instructions; good written and verbal communication skills.
- Ability to maintain and submit accurate reports.
- Ability to enter and/or retrieve information from the computer system.

- Knowledge of the physical and social characteristics of the City.
- Ability to report and communicate information clearly, concisely, and accurately, both verbally and in writing.
- Ability to deal courteously and fairly with the public and elicit information necessary for proper reporting and dispatching from citizens in distressed or confused conditions.

- Frequently sit, stand, or walk, sometimes for sustained periods.

- Substantial and repetitive movements of the wrist, hands, and/or fingers.
- Regularly lift and carry objects weighing up to twenty (20) pounds; occasionally lift and carry objects up to fifty (50) pounds.

- Must be able to interact with and work well with coworkers, contractors, citizens, elected officials, and administrators at all levels of government.
- Possess good moral character and be trustworthy.

- Requires work on-site and is not eligible for remote work.
