GENERAL PURPOSE
Under the direction of an Engineering Division Manager, will perform project management and detailed inspections for City Projects and Development. A Public Works Inspector II may be assigned responsibility for the following.
- Public Works Inspection
- Various Inspections for the Public Works Department
- City Project Inspection Assistance
- Hold Pre-Construction Meetings
- Manage PEC
- Oversee City Land Leasing
- As-Builts and Miscellaneous Surveying
ESSENTIAL FUNCTIONS
Project Management. Shall perform detailed reviews on city projects & developments improvement drawings for compliance with the master plans, models, construction standards and development ordinances of Spanish Fork City. Shall assist with city standards updates including the final review before they are submitted for approval and where necessary making suggestions for improvements.
Shall perform project management for both development and city projects. Conducts pre-construction meetings, and holds weekly progress meetings with contractors and developers. Files detailed daily inspection reports. Calculates bond estimates and makes recommendations for bond releases. Verifies quantities and acceptance of payment authorization items.
Inspections. Conducts routine inspections of a variety of public works projects related to general improvements. Inspects the construction of new water, sewer, irrigation, storm water, electric, and communication conduits, sidewalks, curb and gutter, and streets to verify they are installed according to Spanish Fork City construction standards. Requires contractors to follow city construction standards, including mud and dust control.
Completes risk management inspections of public facilities to ensure compliance and to eliminate risks.
Surveying of City utilities as they are inspected and installed using a GPS System. Will review and approve as-built data as it is entered into the City's GIS Database. Assists with utility mapping and Blue Stakes.
Miscellaneous Duties as Assigned. Must report to work on time, as scheduled, and abide by all City policies and procedures. Must work well with others and be a team player. Must understand and follow oral and written instructions. Must deal with the public in a pleasant and courteous manner in all circumstances.
Perform other duties as assigned

WORKING CONDITIONS/PHYSICAL AND MENTAL DEMANDS
Physical Demands. Requires moderate physical activity. Required to push, pull or lift medium weights. Required to work in difficult working positions. May have to stand, walk, or sit in uncomfortable positions.
Working Conditions. Work will be performed in an office environment and outdoors with exposure to adverse weather conditions, hazardous materials, chemicals and fumes, and prolonged high noise levels. Often works in and around vehicular traffic. May at times include exposure to high stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.
Hazards. Occupational safety and health hazards may be encountered under controlled conditions. May be required to work unconventional work hours or shifts.
POSITION QUALIFICATIONS
- Education: High school diploma or equivalent.
- Experience: Twelve (12) years as a Public Works Inspector or increasingly responsible experience in related fields.
- Valid Driver's License: Required.
- Registered Stormwater Inspector (RSI) Certification: Within one (1) year of hire date.
- APWA Certified Public Infrastructure (CPII): Preferred.
- IS-100, IS-200, & IS-700 Certifications: Within one year of hire date.
- Water Distribution IV & Wastewater Collections IV Certifications: Within six (6) years of hire date.
- Necessary Knowledge, Skills and Abilities:
- Must be self motivated and be able to solve new unforeseen problems. Ask questions when needed and have confidence and pride in your work. Must maintain a positive attitude.
- Knowledge of public works operations and risk management guidelines. Ability to analyze information. Ability to communicate effectively, both orally and in writing. Complete mathematical calculations. Extensive knowledge of Public Works construction. Ability to learn, retain, and practice City development standards and ordinances. Must be able to deal with the public in a pleasant and courteous manner in all circumstances.
- Must have intermediate computer skills, including experience in Microsoft Office Suite. Desired experience in ArcGIS, Google Drive Suite including Docs, Sheets, Forms, & Presentations.
- Preference given to applicants with knowledge and experience with surveying/mapping using GPS systems.
