The Riverside County Office of Economic Development has an opportunity for a Public Works Operator II; to support the Desert Center Water Treatment Plant in the Lake Tamarisk area (the facility is 50 miles East of Indio and 50 miles West of Blythe). The Public Works Operator II maintains the water treatment and sewage disposal plants. This position involves a combination of technical tasks, hands-on labor, and attention to detail to ensure that all equipment and facilities are functioning properly.
The selected candidate will be responsible for performing routine and preventative maintenance on the water treatment and sewage disposal plants to ensure optimal operational efficiency. Additionally, the person will lead customer service efforts, responding to public inquiries and addressing their needs, including repairing or maintaining potable water systems. Responsibilities also include operating tractors, digging trenches, and performing mechanical repairs. As a lead, the incumbent will oversee labor activities and ensure outstanding customer service while managing the repair and maintenance of water systems.
The Public Works Operator II is the fully certified, journey level classification in the Public Works Operator series and reports to an appropriate supervisory or manager level position. Advancement to the next level is obtained by competitive selection through an open recruitment.

The facilities operate 24/7, and the incumbent will be on standby to respond to emergency calls. The role also requires rotating weekends and holiday shifts based on departmental needs.

EXAMPLES OF ESSENTIAL DUTIES
• Operate and maintain a water treatment plant and a sewage disposal plant; make daily chemical and bacteriological tests on the purified domestic and the sewage disposal water supplies.
• Inspect and perform preventive maintenance on and repair water pressure pumps, pump panels, pool chlorine injection and water circulation pumps, and automatic pressure control valves.
• Perform preventive maintenance on the sewage disposal plant; inspect and clean commutators and check aerators for restrictions in material flow.
• Clean and route sewer mains; flush, check for leaks and lubricate all fire hydrants; take monthly readings of water usage at all residences; connect, disconnect and repair water meters.
MINIMUM QUALIFICATIONS
OPTION I
Experience:One year as a Public Works Operator I with the County of Riverside.
OPTION II
Experience:Two years of performing general maintenance work in a mechanically related field (e.g., commercial irrigation systems, water pump units or sewage disposal plant).
License/Certificate: Possession of a valid California Driver's License Class C at the time of hire.

Physical Requirements: The Public Works Operator II primarily works outdoors and is exposed to inclement weather, including extreme desert heat, and other environmental conditions. The responsibilities include moving heavy drums, blocks, chemical buckets, pipes, and mechanical parts, and performing labor work. The incumbent will also be required to climb tall ladders while carrying necessary supplies and walk on uneven ground or wet surfaces, with or without reasonable accommodation.
Knowledge of: Water treatment methods, irrigation systems and water pump units; operation and maintenance of a lagoon-type sewage disposal system; chemistry sufficient to understand the principles of water treatment and the methods and procedures used in taking and recording accurate chemical concentration readings.
Ability to:Read and write English at a level required for successful job performance; make repairs on pump panels, pressure control devices, water meters, and small electrical motors; maintain effective working relationships with fellow employees and the general public.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
