Title: GA DHS - Purchasing Procurement AnalystLocation: 47 Trinity Ave SW, Atlanta, GA 30334Interview: Phone and in-personUnder general supervision, provides professional level category support in avariety of procurement activities. Participates in on-going category and vendorperformance management.This position is responsible for providing customer service focused assistancewith the planning, organizing, and coordination of purchasing and procurement ofInformation Technology related goods/services accomplished by followingprocurement and purchasing policies and procedures. This includes acquiringresources following best practices, within time constraints, and facilitatingcommunication between the agency and its providers to deliver products andservices according to the departmental strategic business plan. This positionwill be responsible for assisting with the implementation of and supporting ofprocesses that provide timely, cost-effective, high quality goods/servicesthrough cooperative and proactive procurement practices.Role and Responsibilities:• Works under supervision of the Purchasing Manager, with latitude for the useof initiative and independent judgment.• Coordinates the purchase of merchandise, supplies, and equipment and servicesusing established guidelines, rules and regulations, policies and laws;prepares, reviews, tracks and expedites purchase orders; reviews quotes,proposals, agreement and purchase orders for conformance to agency policy,regulations and laws. • Generates reports and maintain records of goods ordered and received. • Assists in the maintenance of the procurement database and coordinates withdepartments and vendors to make purchases; monitor and track vendor performance;discuss defective or unacceptable new goods or services with users, vendors andothers to determine cause of problem and take corrective action; develop andmaintain relationships with key vendors. • Administer purchasing policies and procedures in conjunction with Office ofInformation Technology specific requirements, regulatory guidelines and stateand federal laws in order to support business needs; assist with training ofstaff regarding purchasing and procurement practices and policies.• Develops and applies professional knowledge of the procurement field toinclude the Georgia Procurement Manual (GPM) and related rules and regulations.Develops an awareness and understanding of legal implications and possiblecomplications. Attends appropriate training. • Obtain/maintain the Georgia Certified Purchasing Associate (GCPA)certification. • Other duties as assigned within the purchasing & procurement team.Skills/Qualifications:• Able to self-motivate and work with minimal supervision to complete task whichrequire daily follow up and follow through.• Experience using Microsoft Office Suite, PeopleSoft 9.0, Team GA Marketplacee-Procurement.• Experience with electronic data record-keeping, reports, etc. • Effective writing skills. • Strong reading comprehension. • Strong evaluations skills. • Excellent interpersonal skills; customer service focused.
