Overview
Integrity Management Program (IMP) Excavation Inspector
Gas Transmission Engineering (GTE) is responsible to perform state and federally mandated inspection and repair projects/activities on Gas Transmission pipelines under Integrity Management Program (IMP)
Under this program, GTE performs different types of testing such as External Corrosion Direct Assessment (ECDA), In-Line Inspections (ILI) etc to inspect the pipeline and then performs a thorough data review to identify integrity issues on the pipeline to remediate
These IMP activities/projects requires excavation team to excavate over high pressure gas transmission pipelines to give access to the inspection and repair crews.
Inspector’s Responsibility:
Reviews excavation work package (maps, mark out, permits, project scope etc) with project engineer and excavation crews.
Oversee excavation crews during excavation.
Oversee 3rd party inspection/testing crew’s activity over transmission mains inside the excavation with project engineers.
Manage the utilization of resources (personnel, vehicles, and equipment) to ensure a timely response, monitor safety, performance, productivity, and workload, and re-balance as needed to maximize efficiencies and cost-effectiveness.
Ensure that all work is performed in accordance with Company standards and procedures, PSC Code requirements, OSHA, and municipal rules and regulations.
Ensure accurate reporting of work including SOPs, work order historical, daily completion reporting, sketches, Operations Qualification, etc.
Attend required Field Meetings necessary to progress the projects, including pre-construction meetings, safety meetings, notifications, and all daily tailgate meetings
• Make sure to review and/or conduct job brief with crews prior to state of work.
Check necessary OQs of the excavation crews.
Maintain daily log including site condition pictures and run safety brief.
Submit Daily Paperwork with photo documentation.
Report this report and any concerns to GTE.
All inspectors are to report with Laptops or tablets, smartphones with camera capabilities, and all safety equipment necessary to perform the duties of the IMP Inspectors (class III vest, hard hat, steel toe work boots, glasses, etc.)
Inspectors could be moved around various projects within our New York territory.
Certain projects may require night work in certain areas as dictated by NYC and Long Island.
Inspectors will be expected to stay late and work overtime as necessary for the project.
Qualification:
Five plus (5+) years of proven project managerial experience with a focus on construction policies and practices.
Thorough knowledge of Company policies and procedures, and technical competence to prudently apply these to support construction operations.
Extensive knowledge of the gas transmission and distribution system, engineering, construction & maintenance practices, gas utilization equipment, gas metering, and the electric distribution system; Federal, State, and Municipal Codes, Company standards and procedures as well as computer operations are essential.
Familiarity with Construction standards, Work Methods, Rules for Safe Operation, and associated procedures, knowledge of Company policies, and the application of the Collective Bargaining Agreement are needed.
Strong oral and written communication skills are required, in addition to planning, organizing, and computer skills.
Prior experience dealing with diverse groups such as gas and/or electric customers, government officials, etc
in a tactful and diplomatic manner is vital.
NGA Operator Qualifications required – Covered Task 70 (Properties of Natural Gas and Abnormal Operating Conditions) and Covered Task 71 (Excavation & Backfill)
May need to take additional OQs.
NACE certification ( coating, CP etc ) is preferred.
CWI/CAWI certification is preferred.
