Summary You will serve as a Quality Assurance Specialist (Materials & Processes) in the WELDING ENGINEERING DIVISION, CODE 138, NONDESTRUCTIVE TEST EXAMINERS BRANCH of PSNS and IMF. Responsibilities You will responsible for direct administration, oversight, and quality control of the PSNS and IMF Non-Destructive Testing (NDT) program. You will interpret source documents and being the Shipyard technical authority to assure proper implementation of Non-Destructive Testing (NDT) requirements into Shipyard process. You will conduct surveillance of Non-Destructive Testing (NDT) personnel, accomplish or monitor reinspection's of previously inspected items, and performing program assessments to ensure compliance with the requirements. You will recommend and direct corrective actions and improvements. You will be assigned to participate in internal and external Non-Destructive Testing (NDT) audits. You will examine and certify all nuclear and non-nuclear NDT personnel to ensure that they are competent and qualified to perform NDT in accordance with applicable codes, standards, and specifications. Requirements Conditions of Employment Qualifications GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and developing Non-destructive testing (NDT) program quality control and surveillance procedures to identify operational or procedural deficiencies and recommend corrective action to ensure Non-Destructive Testing (NDT) meets quality, certification, and requirements. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating Non-Destructive Testing (NDT) program procedures and methods to identify operational or procedural deficiencies and recommend corrective action to ensure Non-Destructive Testing (NDT) program meets quality and certification requirements. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Education may be substituted for specialized experience for the GS-11 grade level as follows: Successful completion of a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another filed related to the position Or Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position Or Successful completion of an LL.M. degree that is related to the position being filled Or A combination of experience and graduate education as described above that equates to one year of experience.
