PSMS Analyst - QA Specialist
The PSMS Quality Analyst will play a crucial role in ensuring the effectiveness and compliance of the company's Pipeline Safety Management System (PSMS). This role involves conducting thorough analyses, audits, and assessments to maintain the quality of the PSMS, identifying areas for improvement, and contributing to the overall enhancement of the company’s safety protocols. The PSMS Quality Analyst evaluates and confirms asset and process safety and operational risks and their mitigation plans including evaluating asset and process safety culture, gathering, and reviewing data to assess operational controls, supporting execution of quality assurance test plans, and confirming progress and completion of corrective action plans. The incumbent measures and monitors conformance with operational and asset safety requirements to maximize public, asset, and employee safety and mitigates risks associated with installation, operation, and maintenance activities.
Responsibilities
Quality Assurance:
Conduct regular audits and assessments of the Pipeline Safety Management System to ensure compliance with regulatory requirements and industry standards.
Review documentation, procedures, and processes to identify areas for improvement.
Data Analysis:
Analyze safety data, incident reports, and performance metrics to identify trends and potential areas of concern.
Collaborate with relevant stakeholders to gather and analyze data related to pipeline safety.
Monitor progress on key aspects of Quality Control and Quality Assurance, analyze and think critically about content of documents and alignment of data while completing data review with attention to detail including accuracy and consistency, managing paper and electronic files in a structured format.
Documentation Review:
Review and verify the accuracy and completeness of documentation related to the PSMS.
Ensure that documentation aligns with regulatory requirements and industry best practices.
Continuous Improvement:
Work closely with the PSMS Manager to implement corrective actions and improvements based on audit findings and data analysis.
Participate in the development and enhancement of procedures and processes related to pipeline safety.
Facilitate quality assurance, risk assessment, and continuous improvement efforts.Monitor, track, and report on progress of risk mitigation and continuous improvement project activities.
Support continuous improvement projects within operations support organizations.
Training and Awareness:
Collaborate with the training team to ensure that employees are adequately trained on PSMS procedures and protocols.
Contribute to the development of training materials related to pipeline safety quality standards.
Reporting:
Generate and present regular reports on the quality and effectiveness of the PSMS to relevant stakeholders.
Provide recommendations for improvement based on analysis and audit findings.
Measure the effectiveness of operational and asset safety risk management.
Other Related Functions:
Work collaboratively with teams and subject matter experts to manage multiple complex and high priority assignments with long term view and high impact to company.
Facilitate investigations and root cause analysis into process deficiencies and incidents encountered during asset installation, operations, and maintenance including the completion of investigation summaries.
Facilitate and oversee development and implementation of corrective actions to address underlying causation identified during incident investigations and root cause analyses.
Engage and maintain relationships with stakeholders at all levels within the company.
Provide expertise and consulting related to risk management, particularly related to the identification and mitigation of operational risks.
Qualifications
Bachelor’s degree in business administration, Business Intelligence, Finance, Economics, Statistics or other quantitative analytical field of study.
2-4 years of relevant work experience in data analysis or another related field.
ASQ Certified Quality Auditor (CQA) current or achieved within 24 months of hire.
Proven experience in quality assurance and analysis within the pipeline or energy sector.
Familiarity with pipeline safety regulations, standards, and best practices.
Strong analytical and problem-solving skills.
High degree of accuracy and attention to detail.
Strong knowledge of MS Office. Expert level knowledge of MS Excel, including the ability to write advanced formulas and use pivot tables to perform calculations. Knowledge in Tableau or other BI analytical tools a plus.
Ability to utilize abstract reasoning techniques to build reporting logic and establish creative solutions.
Excellent verbal, written and presentation skills.
Time management skills with the ability to handle multiple projects simultaneously.
Prior experience working with significant data sets and be comfortable manipulating such data to identify trends and be able to extract useful information.
Ability in translating and integrating data/research from different data sources to provide clarity and direction, as well as develop reports.
Ability to work independently and effectively without a great deal of direction.
Ability to present ideas in a well-organized and logical manner.
