JOB SUMMARY: This position inspects all fabrication and construction work to ensure it is performed in accordance with project plans and specifications and complies in all respects with standards and methods set out in the project Quality Plan and with client requirements and specifications. The inspector conducts quality assurance surveillance on materials and services provided by vendors, fabrication facilities and/or subcontractors. Communication with the Quality Manager and Project Manager on a daily basis will be required.
Responsibilities:ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Implement, practice, and continually lead by example Doyon Associated’s commitment to zero incident safety and environmental culture.
- Implement the project construction quality program at job site.
- Provide technical support to project field team for interpretation of various codes, specifications, and regulations
- Carry out all quality control activities, including inspection, examination and testing, to verify quality of welding, installed materials and finished work comply in all respects with project specifications and requirements.
- Participate in construction meetings with clients, subcontractors, vendors and fabrication facilities to ensure compliance with and understanding of project requirements, applicable specification sections, and expected quality workmanship.
- Implement quality control intervention points on inspection and test plans to include surveillance, witness, mandatory inspection and record review.
- Complete quality control forms after completion of all activities and conformant and required records are verified.
- Assist in ensuring vital and important records are retained and kept current for inclusion in document turnover packages.
- Closely work with DAL managers and supervisors to ensure understanding and compliance with all project requirements.
- Review and understand project requirements, assist in ensuring all construction activities comply with project requirements.
- Implement project quality control procedures, inspections and test plans, and witness and record construction procedures.
- Perform surveillance inspection over subcontractors, vendors, and fabrication facilities to ensure compliance in all respects with project specifications and standards.
- Perform receipt inspection and monitoring of interim construction site storage areas for permanent materials.
- Perform inspection and testing of in-process and completed installations.
- Prepare deviation reports to document nonconforming conditions as required.
- Control calibrated measuring and test equipment used on the project and ensure all instruments have current certifications.
- Perform completion inspection and develop punch lists of incomplete work.
- Perform daily inspections to ensure compliance with contract requirements.
- Provide daily Quality Control Reports to the Quality Control Supervisor and project management.
- Ensure testing is performed per referenced standards.
- Other duties as assigned.
JOB REQUIREMENTS:
- Must understand the risks of pipeline fabrication and construction and continually take proactive measures to mitigate all safety and environmental hazards.
- Must understand the importance of quality workmanship and continually take proactive measures to ensure all construction activities meet or exceed corporate and client quality criteria and standards.
- Develop and maintain close working relationships with client’s representatives, project supervision and all other personnel and departments associated with DAL projects.
- Excellent understanding of contract provisions which address scope of work, design criteria and subcontractor, vendor and fabrication quality assurance oversight.
- Ability to read and accurately interpret project specifications.
- Ability to accurately and concisely communicate quality control concerns, verbally and in written form, to all levels of project management and supervision.
- Ability to accurately and concisely communicate quality assurance concerns, verbally and in written form, to subcontractor, vendor and fabrication management.
- Well-balanced interpersonal skills.
- Ability to work in a team environment, take directions from supervisor(s), high degree of attention to details, follow work rules, and adhere to established work schedules.
- Must be able to successfully and simultaneously manage multiple tasks, and work with minimal direct supervision.
- Must plan and conduct daily activities in a highly organized manner to ensure all QC and QA data are properly and accurately recorded and controlled.
- Must conduct in-process welding inspection next to welders without interfering with welder activities.
- Strong ability to effectively communicate with client quality assurance and supervisory representatives, project management and public agencies
- Working knowledge of 49CFR, Part 192, API 1104, and API 1107.
- Must have comprehensive knowledge of surface preparation and coating processes and applicable inspection/test methods of each.
- Ability to read and accurately interpret project specifications.
- Ability to read maps, pipeline surveys, drawings, mechanical flow sheets, spool drawings, manufacturer data sheets, and all other design criteria.
QUALIFICATIONS:
- AWS Certified Welding Inspector Certificate required
- Minimum 2 years QC Inspection pipeline project experience required
- Experience with welding/inspecting all diameters of carbon steel and alloy material (S/S, Duplex, Inconel lined, etc.) pipe joints and associated non-destructive weld testing procedures required in accordance with client specifications
- NACE Level 2 Coating Inspector certification and related experience in application and inspection of shop and field applied FBE coating systems on pipe
- Knowledge of function and operating parameters of coating test equipment
- Construction field experience in the arctic pipeline industry
- Government, Oil and Gas industry experience
COMPETENCIES:

- Must have strong proficiency in Microsoft Word, Excel, Outlook, Power Point, Adobe, and Windows.
- Ability to learn, understand and effectively use client and DAL’s corporate management information systems.
- Familiarity and excellent understanding of API 1104.
- Working knowledge of B31.3, B31.4, and 49CFR 195. Part 195 & 192.
- Ability to use advanced and intermediate mathematical concepts and skills.
- Strong ability to reason with client’s project management and construction supervision.
PHYSICAL DEMANDS and WORK ENVIRONMENT:
- Occasionally lift and/or move up to 40+ pounds.
- May be required to stand, sit, or walk for reasonable periods of time.
- Operate personal computer for extended periods.
- Work outdoors in weather extremes and near equipment with potentially high noise levels.
- Must have valid driver’s license with good driving record.
- Must pass a drug test
