General Description:
The Quality Control Manager (QCM) / Site Safety and Health Officer (SSHO) oversees, evaluates, enables, and supervises daily construction operations on site. They collaborate with field staff to ensure project completion adheres to quality and safety protocols. This role ensures construction quality control according to the approved CQC Plan, while also providing safety and health leadership to ensure regulatory compliance in alignment with the approved APP / Bristol Health & Safety Program.

Essential Roles and Responsibilities:
- Coordinates with designated Project Manager or Superintendent to ensure Bristol QC and Safety project standards are met.
- Ensures materials are per specifications and schedules inspections as necessary throughout construction.
- Reads and understand the project plans and specifications.
- Maintains positive relationships with customers, sub-contractors, suppliers, and other employees.
- Ensure compliance with Submittal requirements, including maintaining submittal logs, tracking review/approval/resubmittal, and review of technical submittals as required based on subject matter expertise.
- Implement field 3-phase Quality Control process in accordance with USACE Construction Quality Management for Contractors training.
- Complete Daily Quality Control and Safety Reports, RFIs, Deficiency Log, and reports deficiencies. The focus must be on safely ensuring the quality installations of the features work accomplished are inspected and tested. The results of those inspections/testing records are to be accurate, notwithstanding field productivity.
- Identifies and rectifies job size hazards immediately and respond to help all emergency situations.
- Ensures all company employees and contractors are adhering to the approved APP and CQC plans.
- Maintains an organized and clean job site, including the construction office.
- Minimizes company exposure and project performance risks.
- Supervises subcontractor and vendor procurement, material buyout and logistics coordination, preparation of subcontract scoping documents, consent packages, and subcontractor selection following applicable FAR and project requirements as needed.
- Interface with all staff, regulatory agencies, clients, and customers to formulate corrective actions, as needed. Be the Bristol POC for any outside inspection or audit activity.
- Conduct site-based training for all levels of employees, managers, and supervisors on site.
- Assess risk potential of work projects, equipment, processes, and activities.
- Participate in accident investigations and development of corrective actions.
- Investigate and evaluate new safety equipment for appropriateness.
- Other duties as assigned.
Required Qualification:
- Bachelor's degree in engineer, architect, or construction management is required.
- Minimum of 5 years' experience as a QCM/SSHO on Federal Projects USACE/ and or NAVFAC.
- Compliance with EM 385-1-1 section 1 subpart 0.A.17. Documented safety experience on USACE projects and demonstrate expertise in hazard identification and safety compliance.
- Proficiency in interpreting critical path schedules and construction drawings is essential.
- Fluent in spoken and written English language.
- OSHA 30, USACE Construction Quality Control Management for Contractors.
- Valid driver's license is required.

- Direct experience with and established relations with Federal clients.
- Proficient in managing numerous projects and tasks, adept at prioritization, organization, and thriving in high-pressure, fast-paced settings.
- Ability to be flexible and adapt to constant change.
- Ability to work flexible hours as required to meet deadlines.
- Strong Excel and Word skills, familiarity with commercial scheduling software such as MS Project or Primavera P6.
- Ability to perform tasks in a safe and responsible manner.
- Experience supervising all aspects of construction projects for various types of clients and project delivery methods.
- Experience with projects in ranging from $1M - 30M.
- Knowledge and experience using USACE RMS project management systems.
- Knowledge in applicable codes and standards. Must have technical knowledge of OSHA and USACE Em 385-1-1 contractor site specific safety plan requirements.
- Qualifications and knowledge of fall protection systems, electrical safety, permit required confined spaces, excavation trenching and shoring, crane and rigging, scaffolding, demolition safety, hazard communication, accident investigation and reporting.
