About the Job
The Housing Navigation Manager oversees a team of approximately 10 staff who provide housing navigation services to prioritized shelter guests. Housing navigation services include helping clients explore all possible housing options, obtain necessary vital documents, search and apply to housing, and identify financial assistance, referring clients to income maximization services and stabilization services, and coordinate move-in logistics. The Housing Navigation Manager focuses on coordination with partner agencies, engagement strategies for target populations, developing standards of care for landlord engagement, processes to track document readiness and ways to troubleshoot, overseeing client files, records, reporting, and staff caseloads, connecting to stabilization services, and leading continuous quality improvement.
DUTIES:
* The person filling this position is expected, under general direction, to ensure efficient and effective service delivery of housing navigation services to prioritized guests at BPHC's emergency homeless shelters. Specific duties include:
* Develops and builds a team of housing navigators who utilize a housing first framework to help individuals experiencing homelessness quickly find and obtain permanent housing. Provides direct supervision to assigned staff including recruitment, training and evaluating all areas of work performance.
* Oversees housing navigation services to shelter guests including individuals with high barriers or complex challenges, veterans, and chronically homeless individuals to help them quickly and successfully identify, secure, and move into permanent housing.
* Implements, manages, and monitors policies and procedures to ensure Boston's Continuum of Care (CoC) Housing Navigation Practice standards are consistently delivered across the Bureau. Assists with leading regular housing navigation trainings for staff.
* Coordinates light-touch housing services for non-prioritized shelter guests including walk-in clinics, semi-annual housing surges, and monthly housing information events at both shelters.
* Oversees Bureau's participation in the CoC's Coordinated Entry System.
* Oversees programs' compliance with and reporting for all grants. Collects and maintains all required paperwork and documentation, including up to date and accurate service plans, progress note records and incident reports. Ensures all client files and housing files are up to date and in compliance.
* Tracks and reports on key metrics, performs regular data validations in ETO, closely monitors program referrals, staff caseloads, and staff housing placements.
* Monitors and develops partnerships with other community partners who deliver housing navigation, stabilization, or income maximization.
* Develops and implements programming based on principles of harm reduction, Motivational Interviewing, and trauma-informed care.
* Serves as lead team member responsible for ongoing evaluation and development of the Bureau's Housing Department and attends all required meetings.
* Operates independently. Uses independent judgment and discretion to make decisions affecting the program and staff as it relates to program operations/services and Boston Public Health Commission policy.
* Makes and recommends management and personnel decisions for, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline.
* Works closely with Director of Housing Search and Placement regarding all aspects of department operations, including but not limited to program design and development, staff and policies, and other confidential matters.
* Ensures compliance with funding requirements and monitors achievement of program goals.
* Perform other duties as required
* Masters Degree with a minimum one (1) year supervisory and one (1) years human services experience OR BA/BS with a minimum one (1) year supervisory and two (2) years human services experience OR college level course work equivalent to an associate's degree with a minimum two (2) year supervisory and three (3) years human services experience OR 6 years of human service experience with a minimum of 3 years supervisory or program management experience. Previous experience working with homeless, diverse ethnic, racial and low-income populations with an understanding of mental health, substance abuse and recovery issues.
* Belief in a housing first philosophy that housing is a basic human right and all individuals are capable of maintain housing.
* Demonstrated knowledge and experience in program design, development, and expansion
* Highly developed organizational skills, excellent verbal/written communication and interpersonal skills
* Ability to communicate professionally both verbally and in writing, including the ability to successfully represent organization in various forums
* Ability to effectively provide supervision to culturally, racially and gender diverse team
* Effective team builder and leader
* Strong interpersonal, conflict resolution and crisis management skills
* Ability to prioritize and manage different roles and tasks, with attention to deadlines

* Strong computer skills including familiarity with management information systems or database programs
* Must have highly developed professional ethics to maintain appropriate boundaries and sets limits fairly and consistently
* Valid driver's license and good driving record.
* Knowledge of Boston area housing resources and social service agencies.
* Finalists will be asked to complete an oral and written simulation to demonstrate the skills above.
