About the Job
We have an exciting opportunity for a Rates and Regulatory Analyst to join our team!
The successful candidate develops, prepares, analyzes, and implements state regulatory filings for all of Citizens Energy Group’s regulated utilities (gas, steam, water, wastewater) (“Regulated Utilities”). Designs and maintains financial models to forecast the Regulated Utilities’ gas and fuel costs. Assists with the implementation of strategies for the Regulated Utilities’ rates and regulatory affairs. Provides input to overall coordination of general rate case proceedings and other regulatory filings; reviews and summarizes federal and state regulatory actions to determine impact upon the Regulated Utilities; and performs analyses pertaining to the Regulated Utilities’ financial position. Gathers, analyzes, and interprets large amounts of data using various analytical tools. Works on various project teams, either as lead, or in a supporting role. Works across various departments to accomplish tasks by coordinating information requirements. Demonstrates ability to set priorities, balance multiple projects, and meet deadlines.

Minimum Salary: $82,200 (Grade 10)
Responsibilities:- Assists in the preparation of regulatory deliverables for assigned utilities associated with rate cases and/or other regulatory and compliance filings (Surveys, Reports, Filings etc.).
- Assists in the preparation of complex reports and filings utilizing financial models (existing or to be designed new). Supports collection, assimilation, and management of data for regulatory filings and other purposes. Assists with complex research and analysis following standard methods and principles. Responsible for meeting filing schedules and expectations.
- Works with members of the department and other expert witnesses in the preparation of testimony, exhibits, and work papers for general rate cases and other regulatory filings.
- Communicates with internal and external customers (in collaboration with Managers/Directors) regarding rates and regulatory interpretations and implications. Supports requests of various internal customers.
- Participates on various project teams within Regulatory Affairs or across the Trust.
- Performs other duties as assigned.
- Graduate of a recognized college or university with a Bachelor’s Degree in a major with significant analytical or quantitative skills, or sufficient education acceptable by management. Alternatively, three years of Citizens experience, or alternate as approved by management.
- Good problem-solving and analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with a high degree of accuracy and attention to detail.
- Willingness to learn to work with large amounts of data and translate data into understandable content.
- Good oral and written communication skills, including ability to speak and present in front of a group, and effectively communicate results of analyses, both verbally and in writing.
- Ability to perform well in a team environment.
Preferred Skills/Qualifications
- Utility regulatory experience.
- Five years of related work experience.
- Intermediate knowledge of Microsoft Office suite products, including Excel, Word, and Access.
- Experience working with large amounts of data, communicating complex ideas and translating data into understandable content.
