Job Title: Real Estate Acquisition & Management Specialist

Location: Nellis Air Force Base, Las Vegas, NV 89191

Clearance: Must be a US Citizen with an Active Secret Security Clearance (Required)

AttainX, Inc. is in search of a highly specialized Real Estate Acquisition & Management Specialist with real estate management, purchasing and procurement experience with the Federal Government. The selected candidate will provide a wide range of complex consultative real property functions relating to the acquisition, management, and disposal of government real property in assistance to the Real Property Office.

Qualifications and Education Requirements:

• Bachelor’s degree from an accredited university or college.
• 5-8+ years’ experience providing consultative real estate management, purchasing, procurement direction and possess the knowledge of Federal, State, Department of Defense and Airforce Laws, regulations, principals, policies, and practices to resolve complex issues with unusual combinations of diverse characteristics.
• Experience with acquiring interest in real property and use rights involved a combination of complicating factors.
• Able to determine the appropriate real property interest to be acquired, highest and best use of property as well as providing technical guidance to satisfy the requirements for specified projects.
• Able to conduct physical inspections and inventories of plants, real property, installed equipment, occupants, and facility footprints.
• Effective verbal, project coordination and written communication skills.
• Must be a US Citizen with an Active Secret Clearance.

Skills Requirements:

Job Duties:

• Provide a wide range of complex real property functions relating to the acquisition, management, and disposal of government real property in assistance to the Real Property Office.
• Consult the RPAO on real property acquisitions and ensures all necessary coordination is obtained, to include initiation and evaluation of environmental documentation.
• Conduct physical inventories (including plants, real property, installed equipment, occupants and facility footprints to ensure accurate assignment information and or/compliance, inspections of installation leased or federally owned facilities every five year and every three years for a historic property.
• Recommend alternate use of space which should not involve costs in excess of the benefit granted by the realignment, as well as coordination and/or demolition.
• Complete studies on requirements for ingrants, outgrants, and withdrawn public lands.
• Accepts space/land use requests, reviews, and recommends the use of federal land by other individuals, business or municipalities for diverse use and/or new and realigned mission requests.
• Review and surveys documents, and updates non-spatial data in the applicable space reporting tool as required during routine inventories in coordination with Community Planners Geographic Information Systems representatives, and engineering assistants to maintain intricate real property data/floor plans in the database.
• Provide real property inventory maintenance, reporting and data analysis and reports results to the RPO.
• Assists the RPAO account for land under the control of the installation.
• Reviews and reconciles installation of real property records with appropriate agencies and tenants.
• Prepare value estimates and rental determinations for outgrant requests including easements, leases, permits, etc. for use between city governments, counties, state, federal agencies, and private land owners and the installation.
• Draft and finalize outgrants with city, county, state, federal and private land owners so that transactions are cost effective, withstand close scrutiny from legal challenges and are in accordance with all delegated authorities.
• Research problems covered within the terms of the leases or other authorizing documents with conditions such as equipment malfunctions (e.g., elevators, heating or air conditioning systems), building maintenance, building security modifications in rental rates, and/or unanticipated changes in space needs.
• Experience with acquiring interest in real property and use rights involved a combination of complicating factors.
• Determine the appropriate real property interest to be acquired, highest and best use of property as well as providing technical guidance to satisfy the requirements for specified projects.
• Ensure all aspects of acquisition transactions are in the best interest of the installation, command, and Air Force.
• Utilize knowledge of legal procedures, regulations, instructions, and directives to identify agency property management responsibilities.

• Ensures federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of real property facilities.
