The County of Riverside's Transportation Department has an opportunity for a Real Property Agent to join their Capital Projects Division.
This position will join a team within the Transportation Department that will be responsible for performing work related to the management of real property and rights-of-way for capital improvement projects related to the Transportation Improvement Program (TIP). The incumbent will meet with property owners to negotiate the sale, lease, or donation of real property and work closely with right-of-way/real property consultants. Additional duties will include securing, examining, and interpreting title reports on property to be acquired and directing the preparation and execution of necessary documents to secure clear title; directing the preparation of deeds, reconveyances, agreements, and other documents involving property acquisition, sale, or leases; performing relocation assistance; and disposing of surplus property.
The department desires candidates who have prior right of way experience as well as experience working on road widening projects, preferably in public works or the public sector. Candidates with prior Caltrans experience are strongly encouraged to apply!
The level at which this position will be filled is at the department's discretion and is based on experience/education of the candidate.
Incumbents are expected to promote to the Real Property Agent II/III level after acquiring the necessary experience and education and receiving a satisfactory performance evaluation.
Meet the Team!
The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.
EXAMPLES OF ESSENTIAL DUTIES
• Performs the less complex appraisals and negotiations for acquiring, selling, or leasing property and rights-of-way; conducts studies relating to facility space utilization.
• Assists with the more difficult acquisitions, sales, and leases; may negotiate less complex leases; secures, examines, and interprets title reports on property to be acquired and directs the preparation and execution of necessary documents to secure clear title.
• Negotiates for or conducts the preparation of leases, deeds, reconveyances, quitclaims, agreements, and other actions necessary for property and right-of-way lease or acquisition.
• Completes negotiations for purchase or donation of less complicated or lower valued property rights and privileges for public uses; secures and assists in the preparation of data for condemnation proceedings.
• May direct the preparation of maps for use in condemnation proceedings or other acquisition transactions; prepares cost estimates for relocation of improvements.
• Prepares correspondence and reports; assists with relocation assistance and sales of surplus property.
MINIMUM QUALIFICATIONS
Real Property Agent I ( $46,168.93 - $61,639.96 Annually) :
Education: Graduation from an accredited college with an Associate's Degree, preferably with major coursework in economics, business or public administration, or a related field. (Experience in the appraisal, acquisition, sales, or leasing of real property and rights-of-way or facility space utilization and allocation management may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)
Real Property Agent II ( $54,725.01 - $74,972.42 Annually ):
Education: Graduation from an accredited college with a Bachelor's Degree, preferably with major coursework in economics, business or public administration, or a closely related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)
Experience: One year of experience in the appraisal and/or negotiation for the acquisition of real property and rights-of-way, or negotiation, preparation, and management of leasing agreements, or facility space utilization and allocation management.
Real Property Agent III ( $65,866.00 - $89,285.50 Annually ):
Education: Graduation from an accredited college with a Bachelor's Degree, preferably with major coursework in economics, business or public administration, or a closely related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)
Experience: Two years of experience in the appraisal and/or negotiation for the acquisition of real property and rights-of-way, or negotiation, preparation, and management of leasing agreements or facility space utilization and allocation management.

General experience in residential real estate sales and transfers will not be considered as the equivalent of the required real property appraisal and/or negotiations experience or as a substitution for education.
License: Possession of a valid California Driver's License is required as duties will include site visits and attendance to a variety of meetings throughout the County.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
