Job Summary
Under the supervision of the Recording Operations Administration, the Recorder is responsible for reviewing and recording documents submitted for recording through all available means. This means that Recorders will record documents submitted through the USPS Mail system, commercial shipping carriers (such as FedEx or UPS), our e-recording platform, bulk recording or documents submitted in-person by customers. Recorders perform cashiering services and receive payment for services in the form of cash, check or credit card. Recorders also perform real estate transfer tax verification and sell real estate transfer tax stamps. Recorders sell certified and non-certified copies of previously recorded documents. Recorders must maintain good customer service. This position may be assigned to any of the six (6) Clerk Office location based upon operational needs.
Essential Job Duties
- Reviews documents submitted for recording to determine whether the documents are compliant with recording procedures and conform to statutory requirements.
- Returns to customers all documents previously reviewed and provides reason(s) for rejection.
- Records real estate documents and other documents that are submitted to the office for recording. This includes documents submitted to the office through our e-recording platform; documents submitted through the USPS mail system; documents submitted by commercial shipping carrier (such as FedEx or UPS); or documents submitted by walk-in customers. This also includes recording bundles of bulk documents submitted by title companies or other customers.
- Sells certified and non-certified copies of previously recorded documents and processes certified and non-certified document requests received through the mail or electronic means.
- Verifies that proper payment for recording costs has been tendered.
- Provides cashiering services, including collecting fees for the recording of documents or the purchase of certified and non-certified copies of documents and providing receipts to customers after the proper fees have been collected from the customer.
- Inspects currency to ensure that it is not counterfeit and inspects checks and credit cards for validity.
- Reviews and verifies transfer tax declarations and sells state and county real estate transfer stamps.
- Communicates with customers regarding errors or issues involving documents submitted for recording. Communications can occur via mail, telephone, or electronic means.
- Scanning images of real estate documents and reviews and verifies documents prior to recording for quality control.
- Receives cash bank at the start of the shift and balances their banks prior to returning to Recording Supervisor at the end of their shift.
- Prepares end of day reports and submits reports to their Assistant Manager/Manager/Deputy.
- Processes end of day reports, and master reports on an as needed basis.
- Processes daily deposits and transmits same to financial institutions on an as needed basis.
- Assists walk-in customers with basic questions related to payment of fees or minimum recording requirements.
- Prepares refunds for supervisor sign off.
- Performs other duties as assigned.

Minimum Qualifications
- Possession of a High School Diploma/ General Education Development (GED) test certificate.
- Two (2) years of full-time work experience working with one or more of the following real estate related documents: mortgages, warranty deeds, liens, judgments, orders, affidavits, and decrees.
- Two (2) year of full-time work experience as a Cashier.
Preferred Qualifications
- Possession of a Bachelor’s Degree or higher from an accredited college or university.
- Five (5) years of full-time work experience working with one or more of the following real estate related documents: mortgages, warranty deeds, liens, judgments, orders, affidavits, and decrees.

- Knowledge of common real estate documents and other documents recorded by the office.
- Knowledge of the public recording process.
- Basic arithmetic skills.
- Basic computer skills Ability to write in a clear and coherent manner.
- Ability to effectively operate commonly-used cash registers and computer software.
- Ability to make change, prepare receipts, record and balance cash transactions on a daily basis.
- Ability to recognize counterfeit currency and to deal effectively with such instances according to office policies.

- Ability to exercise good judgment relating to customer service and the confidentiality of cashiering operations.
- Ability to communicate effectively and to work well with fellow Employees and customers.
- Ability to provide strong customer service, including maintaining a professional demeanor at all times when communicating with customers.
- Ability to simultaneously answer phone calls and assist walk-in customers.
- Ability to understand statutory recording requirements.

- Standing and walking for moderate periods of time.
