Registered Nurse - Operating Room
Place of Performance: The work to be performed under this contract will be at David Grant Medical Center (DGMC), Travis AFB, CA. HCWs shall receive notification two weeks prior to the reassignment to another location within a 40-mile commuting radius of their assigned MTF. 101 Bodin Cir Ste 777, Travis AFB, CA 94535
HCW Qualifications
- Degree/Education: Associates Degree of Nursing.
- Graduate from a college or university accredited by Accreditation Commission for Education in Nursing (ACEN), the Commission on Collegiate Nursing Education (CCNE) or as otherwise identified in the TO.
- Certifications in addition to Basic Life Support (5.2.3): Advance Cardiac Life (ACLS), and Pediatric Advance Life Support (PALS).
- Experience: A minimum of 24 months of experience is mandatory in operating room assignments. Experience must include all phases of operating room technique such as preparing operating room units, preparing patients for surgery, and assisting medical officer during surgery; and conducting instrument and equipment sterilization procedures.
Board Certification (5.2.6.4.4): None.
- Licensure/Registration: Current, full, active, and unrestricted license to practice as a Registered Nurse as required in the TO.
HCW Duties (5.1 Task 1): In addition to Exhibit 5, the duties for the HCW are as follows:
Provides professional nursing care to patients undergoing surgery. Prepares and maintains operating room for all surgical procedures. Establishes and utilizes a checklist to monitor the physical plan of the operating room and equipment for conformity to all national standards for ensuring safety for the patient and all personnel.
Assembles the type and quantity of material and special equipment needed for daily procedures and possible emergencies. Circulates for surgical procedures. Responds to surgical emergency requirements such as cardiac, pulmonary, or respiratory failure and hemorrhage.
Maintains open communication lines, both interdepartmentally and interdepartmentally, to provide for total needs of the patient. Conducts preoperative and postoperative visits. Discusses operative procedures with patients and informs them of what to expect during surgery. Consults with the operating surgeon and establishes priorities of care for each patient entering the operating suite. Coordinates with other hospital units, which include recovery room, intensive care, obstetrics, and nursing units, on patients’ progress and any special equipment or supplies that will be needed for the patient returning from surgery.
Directs and instructs personnel in preparing, sterilizing, and caring for operating room equipment and supplies. Maintains concise and complete records and reports. Coordinates an ongoing, in-service education program to continually update knowledge and skills of all assigned operating room nursing personnel.
Provides care based upon the assessed needs of the patient in relation to the proposed procedure.
Provides perioperative nursing care, for all types of patients admitted to the surgical suite for surgical intervention. Includes elective, urgent and emergency procedures on patients of all ages.
Assesses, plans, implements, and evaluates nursing care for all patients including newborns, children, adolescents, adults and the elderly; disabled to include visually and hearing impaired; and individuals of varying ethnic and religious backgrounds to include those who do not speak or understand English.
Provides accurate and complete documentation of patient care events and process improvement activities IAW MTF guidelines.
Participates and complies with quality and process improvement activities and events to ensure compliance with national standards and guidelines.
Knowledge of a variety of pharmacological agents used in patient treatment, the desired effects, side effects, and complications of their use as well as the accurate administration of the pharmacologic agent, including dosage calculations as required.
Knowledge of the administrative requirements for proper documentation of patient’s condition including disease progress, acknowledgement of teaching, and follow up care.
Knowledgeable of laboratory test values.
Administers medications, electrolytes, fluids, blood, and blood products.
Adheres to perioperative, infection control and safety policies and procedures.
Safely operates and monitors specialized therapeutic and resuscitative equipment.
Skilled in setting up, operating and monitoring specialized medical equipment such as IV infusion pumps, cardiac monitoring devices, EKG units, oxygen analyzers, nebulizers, and other unit specific equipment.
Effectively communicates and collaborates with a diverse group of people for the purpose of informing the healthcare team of plans/actions, for teaching/education to benefit the patient/family and organization. Effectively uses appropriate communication format in addressing professional issues
Excellent written communication skills to perform accurate documentation, both written and electronic, of all activity in accordance with requirements.
Knowledge of computer operations and proficiency in the use of basic word processing, data entry and automated medical records.
Must be able to synthesize data from a variety of sources and make appropriate clinical decisions.
Coordinates patient care through a continuum and facilitates the achievement of optimal outcomes in relation to care, quality and cost effectiveness
Ensures compliance with standards of care and practice in accordance with all established policies, procedures, and guidelines used in the medical treatment facility. Provides care within ethical and legal boundaries.
Recognizes medical emergencies and responds appropriately. Initiates CPR if required.
Assists surgical team in administering advanced cardiac life support measures when necessary.
Participates in the orientation and training of newly assigned personnel, as appropriate.
Serves and participates in committees, functions and other meetings as directed.
Provides relevant and timely information to these groups, and assists with decision- making and process improvement. Participates in customer service initiatives, and medical readiness activities, designed to enhance health services.
Communicate and collaborate with a multidisciplinary medical team acting as a role model and expert in the perioperative nursing care of patients. Establishes and maintains good interpersonal relationships with co-workers, families, peers, and other health team members.
Completes orientation and competency verification programs in accordance with (IAW) unit guidelines.
Ensures a safe work environment, employee safe work habits and patient safety IAW regulatory agencies, infection control policies, and process improvement initiatives.
Meet OSHA requirements for the Respiratory Protection Program by having N-95 mask fit testing, and OSHA requirements for the Laser safety program by having a complete eye exam (color vision, Ansler grid, ocular history and visual acuity) within one year prior to start date.
Hours of Performance:Registered Nurse Operating Room:
Work Schedule: Mon-Fri: Shifts between 0630-1800. As the needs of the
Operating Room (OR) dictate (e.g., five 8-hour shifts, four 10- hour shifts). Federal holidays are considered workdays unless the OR is closed.
HCWs must report to the MTF work site within 30 minutes of call- back request. Possibility of working 12 plus hours call-back once called in.
Scheduling: The schedule or scheduling process is as follows: The schedule is maintained by clinic personnel based on demands of the clinic and appointments booked that day. The specific schedule for each two-week period will be provided one month in advance. At the mutual agreement of the Contractor and the Government, alternative schedules may be implemented such as a compressed work schedule. Any changes in the schedule shall be coordinated between the HCW and the Government. Any planned absences of the HCW shall be communicated to the Government supervisor in advance of the absence to ensure that clinical operations are not adversely affected. The Government reserves the right to change shift hours with a five-day notice to accommodate patient care needs and mission requirements.
Closures: During a planned closure of the facility due to training, holiday, or unplanned closure due to unusual and compelling circumstances (e.g., natural disasters, military emergencies, severe weather), the Contractor will: be compensated only for the actual hours the HCW provided services be compensated for the unplanned closure (personal services only)
Unplanned Closures: Other than the Federal Recognized Holidays as described in paragraph 1.5.6, the following are considered training days or days where the HCW will not be required to work on this TO: None.
Mission Essential: The following labor categories are designated as mission essential:Registered Nurse - Operating Roomis Mission Essential.
MTF Training: Additional training requirements are as follows: Complete MTF Newcomers Orientation and annual training requirements to include, but not limited to: Safety Storm Training, Health Insurance Portability and Accountability Act (HIPAA), Trusted Care Training, Interventional Violence Prevention Training (IVPT), Sexual Assault Prevention and Response (SAPR), Suicide Prevention, Computer Based Training (CBT) from sites including MEDLEARN, Joint Knowledge Online (JKO) and Relias. Contractors must complete CBTs once they are allowed on base and have computer access.
MTF Standards: Specific policies, procedures, and instructions/regulations for the place of performance are as follows: HCWs will comply with all relevant DoDI, AFIs, AFMANs, MDGIs, policy letters and HHQ directives; including, but not limited to, DHA policies and regulations, DoDMs, DoDDs and other pertinent guidance. Additional job specific requirements are listed in the MDGI Operating Instructions, provided upon request.
Competency-Based HCW Interviews: Prior to HCW placement, the Government may contact the HCW to determine if the HCW meets the requirements set in the contract and/or task order. A competency based HCW Interview may be conducted to determine if the candidate is qualified (i.e., ready) desires the job (i.e., willing) and capable (i.e., able) to work at the place of performance.
