The Regulatory Program Specialist is a team member of External Affairs and supports Rhode Island Energy’s involvement in regulatory matters, including in formal regulatory dockets and ongoing regulatory engagement activities. A successful candidate must have strong business acumen, be highly organized, and be able to develop and maintain close working relationships. Responsibilities:- Directs the implementation and communication of regulatory programs. Plans, directs, and coordinates activities of internal and external resources to support regulatory case management functions including project management support for preparation of and ongoing regulatory review of selected high priority regulatory filings.
- Manages cross-functional teams to complete discovery, respond to data requests, meet regulatory deadlines and ensure strong internal communication, collaboration and teamwork.
- Ensures the development of regulatory project plans, identification of milestones, and meeting of deadlines and deliverables. Remediates potential barriers to project completion and communicates to the appropriate project leads in a timely and effective manner.
- Facilitates high profile stakeholder engagement activities including providing support for external meetings and addressing ongoing requests external to the docket process.
- Coordinates various administrative activities such as (1) working with Legal to maintain a regulatory SharePoint including the storage of relevant regulatory dockets, project milestones, and internal team communications (2) identifying multidisciplinary issues across regulatory proceedings and managing cross-functional regulatory projects, and (3) monitoring, analyzing, and reporting on developments across the industry that may provide useful insight for Rhode Island regulatory priorities.
- Ensures effective and efficient operations of the processes and systems used internally. Challenges existing processes and seeks to continuously improve business processes to drive greater efficiency.
- Evaluates performance standards of community-based organizations and contractors for the purpose of PUC reporting requirements, meeting department goals and objectives, and ensuring quality programs.
- Develops, coordinates, and implements marketing initiatives to effectively promote regulatory programs.
- Establishes and maintains strong relationships with community leaders, community-based organizations, and internal teams to ensure the effective implementation of regulatory programs and strategies.
- Sets priorities to ensure task completion and coordinates work activities with internal/external stakeholders. Closely monitors workflow, productivity, and program expenditures and, if needed, shifts resources to accomplish goals and objectives.
- May be assigned an emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside normal work schedules.
- The company reserves the right to determine if this position will be assigned to work on-site, remotely, or a combination of both. Assigned work location may change. In the case of remote work, physical presence in the office/on-site may be required to engage in face-to-face interaction and coordination of work among direct reports and co-workers.
Basic Qualifications
Bachelor's Degree or 7 years of equivalent experience in customer service, departments relating to the management of energy-related products, or the delivery of human service programs.
Five (5) years working in various capacities in the electric utility industry, energy efficiency providers, or community-based organizations.
Experience in implementing programs and services for low-income families.
Excellent interpersonal, communication, and presentation skills.
Ability to network internally and externally and to develop successful, long-lasting business partnerships with others.
Strong leadership/supervisory experience.
Preferred Qualifications
Bachelor's or master’s degree in business, communications, marketing, or technical discipline.
Ten (10) years working in various capacities in the regulated energy/utility industry or community-based organizations.
Experience in vendor performance and budget management
Proficiency using Microsoft products (i.e., Office, Visio, Lean, Project Management, etc.)
Ability to work well with individuals on all levels of related internal and external organizations. Ability to adapt to and embrace change at various levels (e.g., organizational, goals and key priorities).
PMP or equivalent certification desired.
