Position Summary:
Under the direction of the Manager - Quality Assurance, North America the position is accountable for all elements of the Responsible Care Program in the USA, and continuous improvement within the assigned geographical area of responsibility (North America). The jobholder will work closely with operations leadership to ensure continued adoption of the Responsible Care Program and quality management system within manufacturing operations. The position will provide leadership, professional knowledge and technical expertise in the administration and support around policy and program development and training within their region.
Job Responsibilities:
Acts as the lead Responsible Care technical expert and advocate for continuous improvement of system performance across manufacturing, laboratories, and offices within the assigned region in concert with regional leaders and employees to promote a safe, productive, sustainable, and environmentally sound work culture through the application of continuous improvement, best practices and personal accountability.
Develops clear, longer term (3 – 5 years) regional Responsible Care plans and aligns/implements annual and short-term action plans, projects, initiatives, goals, and objectives that maintain the balance between regulatory obligations and Company Responsible Care objectives, business needs, and operational obligations, including annual operating plans, capital planning, resource staffing and budgeting.
Brings forward practical ideas in the interest of continuous improvement and best practices and directs the development of strategies, systems, and tools in collaboration with key business stakeholders that support key strategic objectives within the region. Coordinates with Operations management to ensure that standards are met.
Develop and oversee implementation elements of the Responsible Care management systems strategy within the USA including identifying appropriate certification strategies) coordinating with the Corporate/Regional Quality function, Corporate Safety Manager, and Corporate Social Responsibility Manager. Collaborate with Corporate/Regional Quality function in the design, implementation, auditing, and maintenance of certification of such systems.
Develop supplemental training strategies and resources necessary for the region not met by the corporate system as necessary for compliance or performance improvements. Work with management and operations personnel to ensure training information is kept up-to-date and meets regulatory requirements.
In collaboration with operational management, develop and provide oversight for an internal and external audit program for related Responsible Care management systems. Ensure appropriate assessments are conducted as a part of onboarding toll manufacturing and chemical management services contracts.
Coordinate with Operations/Engineering personnel to implement an effective MOC process.
Supervise management system consultants and contractors hired to perform services. Assures that consultants follow regulatory and company requirements. Analyzes and interprets data and reports and makes recommendations.
Leads the regional Responsible Care team members and provides strategic and professional input on structure and staffing requirements in the region to achieve objectives. Engages in the role as “player/coach” performing as well as directing work.
Develop and execute the annual Responsible Care plan ensuring needs of both internal and external requirements are successfully met; develop, track and report on agreed Responsible Care KPIs.
Serve as primary contact for regulatory authorities and industry associations as relates to Responsible Care in the US
Other duties and projects as assigned
Domestic and international travel required (~ 30%). Additional travel may be needed occasionally based on new project implementations.
Education, Experience & Skills:
Bachelor’s degree in business or technical discipline: Business, Industrial Hygiene, Occupational Health, Toxicology, Chemical Engineering, Environmental Engineering, Environment, Health and Safety, Chemistry, Biology, or appropriate science related field. Advance certification, additional specialized safety education and/or equivalent work experience desired but not required.
A minimum of 5 years’ experience in the environmental, health and safety discipline with a strong focus on management systems required.
At least 5 years working in a manufacturing environment as a quality/safety professional preferred.
At least 3 years working in a regional or corporate level quality or management system role.
Experience in the specialty chemical or chemical industry preferred. Experience in a service industry a plus.
Strong technical and regulatory expertise in relevant environmental, health and safety regulatory requirements within the geographic region covered.
Knowledge of and implementation experience with applicable industry standards including but not limited to Responsible Care, ISO 14001 and OHSAS 18001/ISO 45001, etc.
Strong technical and regulatory expertise in relevant regional and national product safety/stewardship regulatory requirements and associated management systems and programs.
Process and product risk management best practices.
Best practices related to unsafe acts and at risk behaviors.
Incident investigation, root cause analysis and corrective action management.
