This effort will provide Engineering Support Services for the United States Coast Guard (USCG), Aviation Logistics Center (ALC), Short Range Recovery (SRR), Medium Range Recovery Range (MRR), Medium Range Surveillance (MRS), and Long Range Surveillance (LRS) Divisions at the United States Coast Guard (USCG) Aviation Logistics Center (ALC) in Elizabeth City, NC. |
Essential Job Function |
- Perform engineering analysis, develop/recommend and document structural repair/modifications, assess aircraft fleet conditions, and provide technical data packages for the support of PDM, Technical Services, Production Support, drop-in maintenance and the MH-65E Conversion Sustainment Program. Manage major structural improvements program and the ASIP.
- Provide the technical services and incidental materials necessary to develop non-standard, structural repairs not listed in the USAF Structural Repair Manual for the MH-65E aircraft. Contractor will possess the access to and ability to develop and define the design, substantiation, and documentation of the MH-65E nonstandard structural repairs and aircraft structural modification to install new equipment. The Contractor shall also provide strict oversight of the execution of any alignment process, document results, monitor fleet structural conditions and provide reports to the PL Engineering Officer. Additionally, the Contractor shall provide recommendations for structural improvements to extend aircraft longevity.
- Interact with SRR PL Engineering, Production, Planning and Supply on engineering issues. Coordinate Liaison Engineering activity for MH-65E aircraft, which are located at multiple sites. Prepare engineering technical responses for technical support requests. Assist COR in the installation of prototype systems/components on production aircraft. Assist COR with direct non-standard repair installation and assist in evaluation and documentation of repair work performed by USCG aircraft maintenance technicians. Assist in evaluation and of existing repairs installed on aircraft (particularly any undocumented non-standard repairs).
- Be familiar with OEM technical manuals and provide engineering services to assist in updating SRR Illustrated Parts Manual. Qualified to interpret fleet structural conditions and make airworthiness recommendations to SRR Engineering staff. Possess the requisite USCG MH-65 airframe knowledge to develop special shoring/jacking plans for unique repair scenarios. Assist COR in making safety of flight determinations for fasteners and holes. Required to independently design holding fixtures for approval by higher authority to support a variety of components. Interpret critical measurements and conduct alignment of critical aircraft components on the MH-65E airframe.
- Maintain historical library of all engineering and repair memos categorized by ATA 100 chapter and subchapter. Preferred method of cataloging historical memos will be via USCG ALC SharePoint website.
- This position will require the participation in aircraft ground runs and/or actual flight operations. The Rotary Wing Aircraft Maintenance Engineer will function as a technical observer for the collection of data and be considered mission essential personnel. The aircraft will always be staffed and operated by a USCG designated flight crew. The Rotary Wing Aircraft Maintenance Engineer may be required to travel to other USCG units to complete their duties.

Minimum Qualifications |
- Shall have a minimum of five (5) years practical experience and the technical expertise to assess damage to aircraft structures, develop repair plans, evaluate overall airworthiness, and assist structural mechanics with implementing repair schemes.
- Shall have a minimum of five (5) years practical experience and the technical experience with all airframe components (excluding avionics components).
- Shall have a minimum of five (5) years practical experience and the technical experience with technical publications on the USCG MH-65 airframe or similar airframe.
- Shall have a minimum of five (5) years practical experience with USCG MH-65 or similar aircraft flight controls, gear boxes and dynamic components to assist in RCM analyses, rapid prototyping, and special projects.
- Shall meet one of the following education/experience requirements:
- Possess a Bachelor of Science degree in a technical discipline pertinent to aeronautical engineering support (e.g. Materials, Structures, Mechanical, or Electrical Engineering, etc.).
- Graduate of USCG Aviation Maintenance Technician “A” school or equivalent. Graduate of USCG MH-65 Airframe “C” school. Possess a Federal Aviation Administration (FAA) Airframe & Powerplant (A&P) certificate and have ten (10) or more years of maintenance experience on the MH-65 aircraft.
- Completed the USCG ALC Aviation Depot Maintenance (AVIDM) syllabus and have ten (10) or more years of maintenance experience on the MH-65 aircraft.
- Shall be able to immediately integrate with onsite staff, have the ability to work after ALC core hours if needed, have the ability to travel with little to no notice to assist in mishap analysis through documenting, compiling, and viewing information pertaining to mishaps as required by the COR. Shall be self-supportive in drafting repair plans using Microsoft Office and Adobe Acrobat software.
- Must be a UNITED STATES citizen.
