Description
IBSS is seeking a full-time Satellite Remote Earth Sensing Specialist / Remote Sensing Specialist with experience in the commercial remote sensing industry to provide information technology services. This position follows a hybrid work schedule, requiring 3 days per week in the Washington, DC office.
Overview:
The mission of the division is to regulate the operation of private Earth remote sensing space systems, subject to the jurisdiction or control of the United States, while preserving essential national security interests, foreign policy, and international obligations.
Commercial Remote Sensing Regulatory Affairs (CRSRA), which was recently reorganized into the Office of Space Commerce (OSC), is responsible for licensing and supervising the private space-based remote sensing industry. CRSRA's licensing activities include reviewing applications for and granting, conditioning, modifying, and transferring licenses for the operation of private remote sensing space systems. CRSRA's supervision activities include initiating investigations and inquiries concerning compliance with license conditions, conducting in-field inspections of system-ground components, and developing investigation summaries and evidentiary documentation for enforcement action. CRSRA's jurisdiction is over the remote sensing payload and all components of the space and ground systems used to operate the payload and process or store the unenhanced data from the payload.
Key Responsibilities

Technical experience with remote sensing phenomenologies, such as electro-optical sensing, infrared sensing, imaging or sounding radar sensing, and other remote sensing payloads capable of collecting data of the Earth.

Knowledge of spacecraft operations.

Knowledge of ground networks, including remote ground terminals and cloud infrastructure.

Knowledge of Remote sensing data processing and analysis.

Provide engineering program support to the Commercial Remote Sensing Regulatory Affairs (CRSRA) office.

Support the Licensing and Compliance Sections and assist with general administrative duties.

Perform analysis requiring knowledge of remote sensing data, processing, and spacecraft and ground systems.

Conduct research on companies and emerging remote sensing technologies.

Facilitate coordination meetings with Interagency government partners.

Provide guidance on the inspection process, including preparation through open-source research and construction of administrative records.

Prepare summary memos for senior officials, identifying and highlighting key information.

Compose and edit various documents, ensuring clarity, accuracy, and adherence to organizational standards.

Collaborate with team members to improve written communication and document quality.

Support the dissemination of information in ways that engage and inform stakeholders.
Required Skills / Education / Certifications & Qualifications

Bachelor's degree in a related field with 6+ years of varied information technology or technical analysis experience, including 2+ years in commercial remote sensing.

Ability to write to an audience of attorneys and regulators.

Comprehensive knowledge of project management techniques, including evaluation, development, and analysis, to support coordinated efforts across multiple offices or entities.

Experience using and evaluating remote sensing satellite technologies.

Knowledge of spacecraft operations, ground networks (including remote ground terminals and cloud infrastructure), and/or remote sensing data processing and analysis.

Proven writing and editing skills, with a strong emphasis on producing clear and impactful written communication.

Demonstrated ability to prepare concise and effective summary memos.

Strong analytical, written, and oral communication skills.

Ability to work collaboratively in a team environment while managing multiple tasks efficiently.

Experience working with senior officials and understanding their communication needs is a plus.

Familiarity with communication strategies and best practices.
