A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Services Customer Assistance, Relationship and Education- SPEC Stakeholder Partnerships, Education, and Communications (SPEC) Mission Statement: Assist taxpayers in satisfying their tax responsibilities by building and maintaining partnerships with key stakeholders, seeking to create and share value by informing, educating, and communicating with our shared customers. SPEC accomplishes the mission through establishing relationships with partners and volunteers through the Volunteer Income Tax Assistance (VITA) program. VITA is an IRS-sponsored program that provides underserved communities with free tax filing assistance, using IRS-certified volunteers. Serves as the liaison between the manager and his key subordinate staff members and other key officials. Assures understanding and clarification of manager's views on all problems and issues. Serves as liaison with National Office officials in matters relating to highly sensitive congressional inquires, reorganizations, receiving and transmitting information, etc. Acts as office manager for the office and ensures that the practices and procedures used by secretaries in subordinate offices are consistent with those of the office. On own initiative, recommends changes in administrative policies. Devises and installs office procedures and practices to be used by secretaries in subordinate offices. Prepares agenda for and conducts periodic secretarial training sessions for all secretaries. The incumbent exercises exclusive control over the manager's appointments, with complete authority for commitments of time. Screens all calls and visitors, answering most questions and completing most business involving established policy or routine matters. Analyzes incoming directives, manual issuance, policy changes, regulatory and procedural changes, etc., for significant potential effect on manager's objectives and for general interests of the manager. Alerts manager of the area of potential impact and arranges for any necessary follow-up technical review by appropriate segment of the organization. Ensures the follow-up action is accomplished. Personally handles to completion a variety of administrative projects, performing necessary coordination, making contacts, obtaining comments from management officials concerned, and preparing correspondence. Reviews agenda items for Executive Conferences and assembles digests, consolidates comments from management officials, and summarizes material for use by the manager in preparation for these conferences. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. Requirements Conditions of Employment Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-08: To be eligible for this position at this grade level, you must meet the basic requirements below. You must meet have one year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-07) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. You may have gained this experience in a full-time secretary, management assistant, personnel assistant, legal assistant position, and other similar positions where you work in a complex organization with subordinate organizational entities, requiring the establishment and maintenance of extensive internal procedures and reporting systems. Your sample tasks may have included: screening calls and visitors to the office, referring to staff members and forwarding to the supervisor only those calls or visitors requiring that person's attention; scheduling appointments and making commitments for the supervisor to attend meetings, luncheons, etc., without prior approval; reading all incoming correspondence, determining proper action, at times preparing answers before referring to the supervisor; reviewing outgoing correspondence and reports prepared by professional employees in the organization, ensuring proper format, mathematical correctness, correct grammatical content, and ascertaining that all necessary coordination of facts has been completed and is in accordance with established policy; responsible for budget accounts allotted to the office; explaining non-technical policies and procedures promulgated by the office after obtaining clarification from source; making recommendations and decisions in establishing priorities among actions on administrative matters requested by various employees or organizations; taking and distributes minutes of meetings; instructing and assists other secretaries on procedural matters such as the correct procedures to follow in preparing correspondence; and preparing correspondence for the supervisor's signature. SPECIALIZED EXPERIENCE GS-09: To be eligible for this position at this grade level, you must meet the basic requirements below. You must meet have one year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-08) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. You may have gained this experience in a full-time secretary, management assistant, personnel assistant, legal assistant position, and other similar positions where you work in a large organization subdivided into several subordinate levels, where formal policies, procedures, and reporting requirements are necessary. Your work is completed under general supervision and your supervisor sets the overall objectives of the work, and from time-to-time, gives specific assignments with a brief explanation of the assignment's purpose. You set the deadlines for most of the work to be done. You perform the duties of the job independently, referring only the most complex problems to the supervisor. Many situations and conflicts arise which require you to determine the approach to resolve them. Your work is reviewed to ensure that the overall objectives of the position are met. Your sample tasks may include: receiving all visitors and telephone calls to the office, determining the nature of call or business of visitors; decided to whom visitors are referred; making appointments for the supervisor, establishing priorities, setting up, rescheduling, or refusing appointments, accepting or declining invitations to meetings, and arranging for representation by a subordinate official when that is desirable. AND You must meet the following special requirements: Applicants must be a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or fewer errors). Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for three years. Tour of Duty: Day Shift - 7:30 AM - 4:00 PM Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
