JMT is seeking a Section Head for Construction Management/Construction Inspection (CM/CI) to join our New Jersey team in the Trenton office.
The CM/CI Section Head is the key person tasked with building and maintaining client relationships, marketing efforts, financial performance, staff development and delivery of services to our clients.
JMT’s primary clients are the New Jersey Department of Transportation (NJDOT), the New Jersey Turnpike Authority and other local government agencies throughout New Jersey.
Essential Functions and Responsibilities
- Support the management and growth of JMT’s Construction Management (CM) and Construction Inspection (CI) Business
- Maintain and build client relationships
- Perform contract management, including invoicing and financial management
- Lead the preparation of Statements of Interest, technical proposals, and price proposals for upcoming opportunities, in conjunction with the marketing department
- Determine/develop teaming partners for upcoming opportunities
- Support marketing/business development for all transportation construction management and inspection projects in the assigned areas
- Establish staffing needs, recruit, interview candidates, and assist with retention and training efforts
- Coordinate/plan for staffing assignments on active and upcoming projects, based on construction schedules and hiring needs
- QA/QC - Understand and confirm CI staff are following client policies, procedures, requirements, and meeting client expectations
- Be aware of project progress and advise appropriate parties of possible budget overruns and critical project issues
- Assist project assistants with preparation of monthly invoicing and monitor subconsultant budgets
- Assist with managing financial budget for department and allocate resources accordingly
- Attend Bi-Weekly branch management meetings, when required, to report on CM/CI happenings
- Perform other related administrative and managerial duties as needed
- Perform performance reviews for staff based on input from project managers on assigned teams
- Lead and manage team members by providing leadership and continuous performance management (setting expectations, goals, feedback, 1:1 meeting, coaching) that supports the growth and development of team.

Required Skills
- Must be capable of organizing and managing people and projects and have the ability to work independently as well as with clients, including government officials and contractors
- Proficiency in preparing technical and price proposals
- Qualified applicant must be an excellent communicator, possessing strong verbal and written communication skills
Required Experience
- Bachelor’s degree in civil engineering or construction management program, PE and NICET IV Highway Construction (preferred but not required)
- Minimum of 15 years of CM/CI experience including construction inspection, resident engineer experience, construction management, and experience managing a construction inspection team of employees
- Experience working with public clients such as NJDOT, DRJTBC, NJ Turnpike Authority, NJ Transit, and Local Government agencies is preferred
- Active driver’s license
- Must successfully complete and pass JMT's Motor Vehicle screening
Qualifications Preferred
- Experience working with local clients at the county and state level
- Supervisory experience
Working Conditions
Work is generally performed within a general office environment but may require visits to projects to support field staff. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment. Personal projective equipment is required when on a project site.
