Overview:
Under general guidance, plans, organizes, and manages the activities of the Maintenance Resources Management (MRM) section, which includes fleet management and analysis, fleet and facilities planning, procurement and contract administration, budget development and administration, invoice processing, payroll and personnel support, enterprise asset management administration and regulatory compliance reporting.
This is an exempt position in Salary Range 235: Min $127,545 – Mid $153,054 – Max $178563 annually. The starting salary will be within this range based on qualifications.

- Develops and evaluates strategies and procedures to maintain and improve efficiencies for various disciplines within MRM.
- Oversees the administration of the fleet management program and the coordination of fleet assignments and vehicle movement. Plans and implements the Authority’s policies on fleet dispositions within the asset management system.
- Oversees the preparation of technical specifications for non-revenue vehicle procurement, consultant services, material/service contracts and vehicle acceptance procedures and guidelines. Interfaces with manufacturers and suppliers regarding new technology and/or products.
- Directs the Maintenance Department payroll and attendance functions. Coordinates related procedures between operating bases. Ensures compliance between Authority and Collective Bargaining Agreement policies and provisions.
- Prepares database or spreadsheet presentations for management review. Delivers presentations to management groups using verbal and audio-visual skills.
- Coordinates computer application training sessions and conducts periodic training classes on the enterprise asset management system. Responds to user problems and questions concerning computer systems. Coordinates Maintenance Department computer hardware and software needs with IS department. Reviews requests for upgrades and communicates with end users on ststus of requests or proposals.
Solves Problems & Analyzes Issues: Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.
- Oversees the monitoring of data from the fuel management system, data analysis, trends in fuel usage and prepares periodic management reports.
- Reviews management methods in order to improve workflow, simplify reporting procedures or implement cost reductions. Prepares monthly statistical reports.
- Analyzes base operating practices such as computer data input, record-keeping systems and forms control to determine maximum efficiency levels. Reviews data input for quality assurance. Assists in resolving electronic transactions to identify proper disposition.
Takes Initiative: Initiates new programs, processes, relationships, or technologies to accomplish goals.
- Directs the maintenance planning and forecasting functions of the Maintenance Resources Management section. Plans and forecasts maintenance needs in labor and materials. Audits performance standards to create or revise performance benchmarks as needed.
Works in a Collaborative Manner with Others: Works in a collaborative manner with others, helps resolve unproductive conflict.
- Participates actively in transit industry organizations and represents the Authority.
Any combination of education and experience equivalent to a bachelor’s degree in business administration, accounting or public transportation and a minimum of six years of analytical or accounting experience, including three years in management.
Special Qualifications:
Valid California Class C Driver License.
Environmental Factors:
Position requires frequent travel between Authority locations and ability to function in a maintenance shop environment.
