The Communication Security Specialist (COMSEC) shall implement and operate the JS COMSEC account and support JS users with COMSEC material. The Communication Security Specialist shall provide subject matter experts to support process engineers with the mapping of COMSEC processes and support knowledge engineers for automation of COMSEC processes within the JS. The Communication Security Specialist shall implement and support all necessary COMSEC processes to meet national policy and procedures by performing the following tasks:
Duties & Responsibilities:
- The Communication Security Specialist (COMSEC) shall maintain and update current COMSEC posture by providing daily oversight and operational control of various cryptographic hardware and software devices; and provide a monthly summary report on the status of this subtask. The COMSEC shall support JS COMSEC customers by responding to queries, requests for assistance, and providing subject matter expertise. The COMSEC shall conduct comprehensive reviews of JSSO COMSEC procedures in accordance with DoD, National, and JS
- The COMSEC shall support the daily receipt, issue, loading, control, and accountability of keying material for all JS elements.
- The COMSEC shall provide daily support, maintenance, and updates of the JS Local Elements (LE) and support for other KMI Operating Account's (KOA) as needed.
- The COMSEC shall develop and provide initial training for Local Element (LE) COMSEC users, annual refresher training, and quarterly updates for LE's within the J-directorates. The COMSEC shall develop the training modules in Microsoft PowerPoint format for distribution as The COMSEC shall ensure LE training is given prior to the user gaining access to COMSEC equipment or material. The COMSEC shall maintain training records for all LE's and track refresher training.
- The COMSEC shall operate and maintain the NSA approved accounting software (DIAS) and the (KMI)/Management Client (MGC) that are used for the management of all COMSEC hardware, software, and keying material.
- The Communication Security Specialist shall implement and maintain an inspection program to ensure adherence to National policy for all COMSEC users. The COMSEC shall conduct an internal review (self-inspection) of the JS COMSEC account using NSA criteria and provide a written report of compliance or areas requiring corrective The COMSEC shall use NSA and JS COMSEC inspection checklist and conduct semi-annual COMSEC inspections on all JS Directorate LE in accordance with the specifications above. The COMSEC shall provide written reports for each LE or inspected element identifying corrective actions. The COMSEC shall track corrective actions by LEs. The COMSEC shall provide an annual report on the JS COMSEC program identifying accomplishments, summary of annual activities, and future plans.
- The COMSEC shall ensure NSA semi-annual equipment inventory(s) are conducted and to ensure accountability of all COMSEC assets assigned to the JS. The COMSEC shall consolidate the results, draft the report, and provide the results of the inventory to the Government for review prior to submittal to NSA. The COMSEC shall provide guidance and oversight for the implementation of the next generation of COMSEC devices that will provide enhanced capabilities to the JS.
- The COMSEC shall provide analysis and draft revisions to COMSEC Emergency Action Plans for Government review and approval The COMSEC shall conduct EAP/EDP dry runs and ensure training is documented to include all Local Elements.

Knowledge, Skills, and Abilities (KSAs):
- IAEC2112 Certification from National Security Agency (NSA)
- Electronic Key Material System (EKMS) course.
- Must possess a working knowledge of the U.S. Government Security Programs and skills in planning, developing, implementing, and evaluating security programs to meet mission requirements for which they support.
- Must be able to review, analyze, and resolve complex issues.
- Shall be fluent in the English language and have the ability to read, write, and comprehend government documentation.
- Shall have thorough knowledge and demonstrated expertise in using basic Microsoft programs (Outlook, Word, Excel, PowerPoint).
Minimum/General Experience:
- A minimum of 6 years of experience in the respective field of expertise is required.
Minimum Education:
- High School Diploma or equivalent
