Position Summary
The Senior Assignment and Career Counselor Advisor will primarily support the USAID’s Human Capital and Talent Management (HCTM) Office as a Credence Institutional Support Contractor (ISC).

The Senior Assignment and Career Counselor Advisor sits in the HCTM’s Foreign Service Center and provides services to USAID’s Backstop 50 Foreign Service Officers (FSOs) for the on-going hiring of new FSOs as part of the Career Candidate Corp (C3) Initiative.
Salary Range
Full salary range for this position is $133,380 to $200,720 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
Responsibilities include, but are not limited to the duties listed below
- Assignment and Career Counselors (ACCs) are the initial contact for a cadre of nearly 1980 Foreign Service Officers (FSOs) in technical and support backstops at the junior, mid-career, and senior levels. The Backstop 50 Assignments and Career Counselor supports a cadre of 200 health foreign service officers.
- ACCs will provide assignment and career development counseling services to all FSOs throughout their career. They will be the point of contact for information and guidance on annual performance evaluations (AEF), the process of obtaining tenure, the assignment and bidding process (formal and informal); the performance and evaluation counseling interaction with tenure and performance boards, coaching and mentoring of new FSOs hired under the C3 initiative; and, interacting with FSOs requiring exceptions and special attention.
- ACCs will be required to understand and support personnel policies found in ADS 400 Series and all other executive and administrative directions and regulations so that they can provide accurate information to their FSO clients. Provide recommendations to the Policy and Programs Information Management Division (PPIM) on proposed policies that would affect FSOs. Review and comment on changes in the ADS that would affect FSOs in Missions and in USAID/W.
- Be aware of USAID policies and procedures governing the recruitment, staffing, training and support followed by HCTM/FSC, overseas Missions and USAID/W operating units.
- Support FSO clients in their career development, but always keeping in mind that ACCs also support HCTM/FSC management and, therefore, must ultimately be aware and support the corporate needs of USAID.
Education, Requirements and Qualifications
- Master’s degree and 10 years of relevant experience, Bachelor’s degree and 12 years of relevant experience, Associate’s degree and 14 years of relevant experience, or High School Diploma and 16 years of relevant experience.
- US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.
- In depth knowledge of the full range of human resource management regulations, policies, systems, and procedures as related to the Foreign Service.
- Demonstrated senior level expertise in the development and interpretation of human resource policies related to the Foreign Service.
- Advanced ability to work both independently and as part of a team and demonstrated experience to provide technical assistance and subject matter expertise.
- High degree of judgment, ingenuity, and originality to interpret strategy and to analyze, develop, and present work results.
- Proven ability to provide intellectual leadership and operate strategically.
- Excellent analytical and communications skills with ability to present information clearly both verbally and in writing.
- Demonstrated ability to work both independently and in a cross-cultural team environment.
