Senior Budget Analyst (Budget Planning Support) - TELESOLV CONSULTING INC

TeleSolv Consulting has an immediate opportunity to work with the Federal Government as a Senior Budget Analyst (Budget Planning Support)to provide expert analysis and consultation services for a federal client with facilities in Springfield, VA.

Duties / Responsibilities:

• Support REMD’s funds management process, including budget/cost data preparation, forecasting, formulation, presentation, and recommendations.
• Consolidate data for the presentation of the budget and provide a viable overview of the financial status of operations.
• Prepare a monthly budget report that communicates budget vs. actual performance and incorporates other data sources as necessary to assist the TSA financial management team in controlling funds.
• Prepare regular and special-purpose reports, maintain historical records, analyze trends, establish cost rates, interpret budgetary policies and procedures, assist in the preparation of comparative evaluations of actual costs against budgeted funds, and determine rationale for variances between costs and budget. The estimated number of reports is 10 per year.
• Support REMD’s annual spend plan development process, including budget/cost data preparation, documentation preparation, and coordination with stakeholders.
• Assist with spend plan change process to support leadership decision making as necessary.
• Prepare REMD’s annual spend plan request and all supporting document for Government review and approval.
• Support REMD’s budget execution process, to include communicating timelines, budget availability, and project spend plans.
• Plan and facilitate a budget execution plan and meeting with REMD leadership and branch managers to review the approved budget, report the execution status and identify areas that may be behind schedule.

Minimum Requirements:

• U.S. Citizen.
• Active Public Trust or the ability to obtain one.
• Bachelor’s degree in business administration or a related field from an accredited University recognized by the U.S. Department of Education.
• Seven (7) years’ experience in commercial/government administration and Federal budget management.
• May substitute an Associate's Degree in business administration or a related field plus 9 years work experience for a Bachelor's Degree.
• Experience in planning, budgeting, and administrative management, including funds management, budget/cost data preparation, and financial analysis.

Background Investigation:

This position requires that you obtain a background investigation from our client. As part of this process, the government will perform a criminal, credit, tax, employment, and drug history background check. The government has varying tolerances, with mitigating circumstances, for issues in all of the categories. The government is essentially looking to confirm that you are generally in good financial standing, up to date on your tax filings, rehire eligible with your prior employers, and have adhered to any federal restrictions on illegal drug use, including marijuana, in addition to other checks related on your character and trust worthiness.
