About the Job
Position Summary: The Sr. Director of Human Resources will plan, lead, direct, develop and coordinate Moore Center policies and activities ensuring legal compliance and implementation of The Moore Center’s mission and talent strategy.
The Sr. Director is responsible for the overall operation of the Human Resource (HR) department, including but not limited to recruitment, benefits, employment, and employee relations. The Sr. Director will provide policy recommendations to Senior Leadership and communicate and interpret policy for employees.
Essential Responsibilities:
· Oversee and manage HR staff, including, but not limited to:
o Recruiting
o Onboarding process
o Benefits administration
o Performance management
· Collaborate with Director of Communications and Training regarding staff development and training
· Serve as liaison and maintain strong working relationships with all benefit brokers and legal counsel
· Assist Chief Financial Officer with review and negotiation of annual benefit renewals
· Participate in quarterly workers’ compensation reviews and oversee implementation of educational programs related to employee safety
· Develop, implement and manage annual HR budget
· Develop the Agency personnel policies and conduct regular reviews of the employee handbook to ensure the policies are current and relevant
· Act as resource to employees, communicate Agency policies and procedures, and ensure policies are implemented in a fair and consistent manner across all programs
· Participate in, and oversee, all employee involuntary terminations ensuring compliance with pay laws and removing access to Agency materials and systems; conduct exit interviews as requested
· Investigate employee concerns and complaints in a prompt and efficient manner ensuring compliance with Agency’s Complaint Resolution Policy. Handle all employee relations matters in accordance with Agency policy and HR best practice
· Educate managers on best practice in performance management including providing guidance on implementing the performance improvement plan process
· Administer compensation program, provide guidance to managers in making compensation decisions and maintaining internal equity across Agency programs based on established pay grades; participate in salary surveys
· Participate in Senior Leadership Team (SLT) meetings to provide input as needed including current information and industry standards relative to employment policies
· Analyze HR data and metrics including, but not limited to employee performance, turnover, retention and cost per hire ends and report data to SLT
· Monitor and ensure the Organization’s compliance with federal, state and local employment practices to maintain compliance.
· Maintain knowledge of trends, best practice, regulatory changes and new technologies in HR, talent management and employment law; communicate changes in policy, practice and resources to SLT.
· Represent The Moore Center and Region 7 at Community Support Network, Inc. meetings and events as needed, participate in quarterly meetings of Human Resources Directors
· Serve on Agency committees as designated and/or appropriate including the Human Resource Committee and the Pension Committee; prepare agenda and present to Human Resource Committee meetings
· Perform other duties and responsibilities as assigned
Requirements
Education and Experience
· Bachelor’s degree; a combination of education and experience may substitute for the degree
· A minimum of 8 – 10 years of progressive experience in Human Resources with direct management experience
· Professional certification in Human Resources (SHRM or HRCI) preferred
· Proficiency in Microsoft Office Suite and database systems and the ability to master new software

· Excellent time management skills with a proven ability to meet deadlines
