The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside Transportation Department seeks a skilled Senior Engineering Technician with experience in conducting thorough field inspections to ensure compliance with different regulations, project specifications, and county requirements. They should be proficient in assessing various aspects of infrastructure projects, including but not limited to storm drain systems, subgrades, curbs, and asphalt paving, to ensure they meet permit conditions and quality standards. This role requires a strong understanding of infrastructure systems, transportation, and road conditions. Additionally, the ideal candidate will have experience using the Public Land Use System (PLUS) as well as familiarity with Stormwater Pollution Plans (SWPPP), Stormwater BMP, and National Pollutant Discharge Elimination System (NPDES) operation and maintenance.
The Senior Engineering Technician is the advanced journey level classification in the Engineering Technician series and the journey level classification in construction inspection, and reports to an appropriate supervisory or manager level position. Construction inspection duties include responsibility for a wide variety of public works projects and subdivision tracts with considerable complexity and may include serving as an assistant resident inspector. Supervision of subordinate personnel is common but not required.
The Senior Engineering Technician is distinguished from the Engineering Technician II in that the former is responsible for the more complex assignments, has a higher degree of technical proficiency, and a wider exercise of initiative and independent judgement within defined technical and procedural limits.
The Senior Engineering Technician is a natural progression underfill for the Senior Engineering Technician - PLS/PE. Incumbents are eligible to promote to Senior Engineering Technician - PLS/PE upon attaining a valid certification of registration as a Professional Land Surveyor or Civil Engineer.

Meet the Team!
The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.
EXAMPLES OF ESSENTIAL DUTIES
• Perform field inspections to ensure compliance with permit conditions, project documents, County standards, and regulatory requirements.
• Inspect construction of storm drains, subgrade, base grade, curb grade, sidewalk forms and grade, driveway approaches, pipelines, levees, channels, bridges, and other steel and concrete structures; inspect paving of various types; inspect concrete and bituminous materials at batching plants; inspect the installation of geosynthetic liner systems at solid waste landfill sites; create and file daily construction reports and associated documentation.
• Inspect the installation and maintenance of traffic control devices, trench excavations and shoring/bracing projects, dust control, and other construction site practices and appurtenances for compliance with safety laws and safe practices.
• Inspect installation of concrete forms and placing and finishing of concrete, check structures adjacent to excavations for settlement or lateral movement of earth.

• Collect materials samples for testing and keep material and inspection records.
• May serve as assistant resident inspector on large construction projects or may act as resident inspector for small projects.
• Use and supervise the use and operation of various testing devices.
• Specify concrete mixes and aggregate gradings, and confer with contractors and builders to ensure compliance with requirements and specifications.
• Check and process encroachment permit applications and issue permits.
• Assist with public complaints; attend developer, agencies, and community meetings.
• Schedule and conduct preconstruction meetings.
• Coordinate with maintenance division.
• Review traffic control, grading, project plans.
• Input permit and inspection info in PLUS.
MINIMUM QUALIFICATIONS
OPTION I
Experience:Four years of sub-professional civil engineering experience, at least one year of which must have been at a level equivalent to a journey level County of Riverside Engineering Technician II.
(College courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the non-specialized experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)
OPTION II
Education:A bachelor's degree from an accredited college or university in surveying engineering or civil engineering.
AND
Experience: One year of sub-professional engineering experience equivalent to a County of Riverside Engineering Technician II.
OPTION III
Certification:Valid Certificate of Registration as an Engineer-in-Training or Land Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers.
AND
Experience:Two years of sub-professional engineering experience.
ALL OPTIONS:
License: Possession of a valid Class C California Driver's License.
Knowledge of: Engineering principles, practices, mathematics, and construction materials and methods; manual and automated drafting techniques; use of hydrologic devices; boundary control and legal principles of land surveying; construction, photogrammetric and land surveying procedures, practices and equipment.
Ability to: Make difficult mathematical computations; read, interpret, prepare, or check detailed records of surveys, maps and engineering plans; test and inspect construction work and test construction materials; perform survey field work; coordinate computer aided mapping activities; complete difficult technical assignments without immediate supervision; analyze complex data and prepare effective reports and recommendations; supervise the work of subordinates; establish and maintain effective working relationships with others.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
