East Bay Asian Local Development Corporation (EBALDC) is seeking a regular full time Senior Floating Manager in Oakland, CA.
Summary:
Reporting to the Senior Compliance Manager, the Senior Floating Property Manager will assist in managing vacant or absent Assistant/Property Manager roles across one or more properties. Responsibilities include leasing affordable units, supporting compliance tasks, reviewing resident files, ensuring adherence to EBALDC policies, fair housing regulations, resident selection, initiating solutions for unique issues, directing site personnel, service providers, and contractors with minimal supervision. Additionally, when covering general manager positions, the Senior Floating Property Manager oversees day-to-day operations, maintains a supportive environment, ensures fiscal management, keeps the property well-maintained, manages staff and vendors, and oversees leasing and certification processes. Collaborating with the corporate office, the Senior Property Manager develops systems to enhance workflow for Assistant/ Property Managers, participates in group and one-on-one trainings, and addresses portfolio-wide challenges.
Key Duties and Responsibilities:
Compliance
- Attend regular meetings with the Property Operations Team for reporting and direction.
- In conjunction with the Senior Compliance Manager and Property Staff, ensures compliance with all funding sources and regulatory agencies.
- Assists with training on-site staff on all occupancy and EBALDC policies and procedures, including but not limited to: resident files and file retention, certifications, and reporting requirements. Approve certifications in system of records as needed. Ensures that systems are in place to monitor site compliance with all regulatory agreements and requirements and according to EBALDC policies. Ensures full compliance through site audits, one-on-one and group training;
- Assists Property Operations team in performing audits of files for properties with upcoming regulatory agency inspections and audits or as assigned by Associate Director of Property Management;
- Provides leadership at assigned sites that need assistance with annual recertifications. This will include working on-site at specified properties providing a leadership role throughout the process as well as assisting with performing annual recertifications; and
- Assists with leasing affordable units throughout the portfolio, as needed, and for new developments;
- Attends and participates in professional activities, meetings, organizations, regulatory agency meetings or inspections.
- Performs other activities or tasks not outlined above as assigned by Property Management Leadership to ensure the viable operation of the portfolio.
Property Management Portfolio Coverage
- Administering the property office daily, handling phone calls, mail, and resident interactions professionally.
- Applying good judgment, and consistency in dealings with residents, applicants, and business-related matters.
- Enforcing property rules, regulations, leases, and documenting all violations.
- Managing accurate resident files, adhering to regulatory guidelines during move-ins and recertifications.
- Ensuring compliance with regulatory requirements, posting notices, and submitting accurate reports.
- Responding promptly to site emergencies, documenting incidents, and forwarding reports to the Property Supervisor.
- Enforcing EBALDC policies, responding to resident requests, and maintaining high occupancy levels.
- Collecting rents accurately, processing transactions in Yardi, and completing daily deposits.
- Reviewing delinquent accounts, determining collection actions in consultation with the Property Supervisor.
- Adhering to EBALDC's accounting and reporting procedures.
- Maintaining program and project occupancy, marketing units in compliance with regulations.
- Reviewing rental applications and leases for accuracy and conformity to EBALDC’s policies.
- Conducting unit tours, applicant interviews, and verifying potential resident income.
- Maintaining positive relationships with residents and staff, adhering to Fair Housing and Equal Employment Opportunity requirements.
- Managing resident evictions following court orders or EBALDC’s legal counsel instructions.
- Supervising maintenance and janitorial staff, ensuring quality work and completion of tasks.
- Scheduling routine maintenance, conducting follow-up inspections, and ensuring timely completion of work orders.
- Regularly inspecting vacant units and the entire property for cleanliness and readiness.
- Establishing emergency maintenance availability schedules.
- Performing annual unit inspections, issuing housekeeping letters, work orders, and maintenance charge-backs.
- Scheduling and supervising fire alarm inspections, ensuring completion of accompanying paperwork.
- Conducting monthly staff meetings with safety as a recurring discussion item.
Required Knowledge, Skills & Abilities:
- A minimum of two (2) years of prior housing property management experience, particularly as an Affordable Property Manager, with expertise in tax credit or other subsidized housing programs.
- Proficient understanding of regulatory agreements and the ability to interpret them.
- Working knowledge of relevant local and federal housing laws.
- Experience in certifying tenant incomes to meet Section 8 and other subsidized program regulations.
- Computer literate, with proficiency in Word and Excel; experience with property management software, preferably YARDI.
- Willingness to travel to all company portfolios for compliance and occupancy-related responsibilities.
- Excellent administrative, organizational, and written/verbal communication skills.
- Strong decision-making, interpersonal, and time management skills, with the ability to work under pressure and meet deadlines.
- Proven ability to conduct research, coordinate multiple projects, solve problems, and maintain records.
- Ability to work with a diverse, low-income, multi-ethnic population, demonstrating sensitivity and professionalism.
- Capability to respond appropriately in pressure situations, maintaining an even temperament and strong people skills with a commitment to customer service.
- Demonstrated ability to work both independently and as part of a team, exercising tact, diplomacy, and maintaining confidentiality.
- California driver’s license desirable.
Certified Tax Credit Specialist and/or Certified Occupancy Specialist (COS)
Preferred Qualifications:
Three or more years of prior housing property management experience as an Affordable Housing Property Manager, especially in tax credit or other subsidized, supportive housing environments.
Direction of Others:
- Maintenance Technician (during coverage of vacant Property Manager positions)
- Assistant Manager (during coverage of vacant Property Manager positions)
Physical Demands:
- Approximately 40% of the job is done sitting, 30% standing and 30% walking.
- Frequently walks, stoops, bends, squats (to retrieve files or pick up debris); climbs stairs, walks on uneven ground, lifts items less than 15 pounds, and reaches at, below, or above shoulder level
- Frequent face-to-face interactions with residents/staff/visitors and must speak clearly and articulate with extreme accuracy to give directions, talk on the phone, etc.
- Occasionally may lift items 16-50 pounds, push items 20 pounds, climb ladders, kneel, twist, or grasp/pull/carry/push equipment such as janitorial carts, vacuums, brooms, or mops.
- Must occasionally withstand heights up to the number of stories in the building.
- Must be able to independently get to all areas of the property (including roof).
Salary Range:
$75,000.00 to $90,000.00 annually (not living on-site)
