Requirements
- Senior Level Electrical Engineer must have a Bachelor’s Degree with 10 years of experience in a related field and professional registration or Bachelor’s Degree with 15 years of experience in a related field
- Specialists will have a thorough understanding of electrical utilities to include transmission, distribution lines, and substations
- Must have experience specific to the interior building wiring and electrical design
- Must have experience in the design and construction of electrical systems for schools, prisons, utilities, and other large commercial facilities
- Must have experience reviewing construction drawings and change orders for large commercial facilities to provide technical guidance
- Should have the ability to review, validate and report findings related to the applicant’s technical submission regarding claimed damage
- Should have extensive knowledge of PA eligibility, law, regulations, and policies
- Should have demonstrated experience with applicants with large and complex recovery portfolios with specialized/complex projects
- Must have the ability to manage multiple projects under tight deadlines and rapidly identify and recommend solutions to issues, concerns, or problems that may arise during product development
- Must have the ability to communicate orally and in writing to coordinate with others and formulate letters in response to correspondence and inquiries from internal/external stakeholders
- Must be proficient in Microsoft Office, i.e., Word
- Must have the ability to navigate the internet for research purposes
- Must be competent in smart phone usage
- Should be proficient with Grants Manager
Tasks
- Receive assignment of Sub-Recipients
- Make calls to Sub-Recipient to gather initial damage information and gather information on Sub-Recipient capabilities, discuss the requirements for the list of disaster damages, and schedule meeting with the Sub-Recipient
- Meet with Sub-Recipient
- Begin process of validating damages through scheduling of site inspections
- Request information from the Sub-Recipient to support their damage claims
- Formulate projects (i.e. discuss with the Sub-Recipient logical groupings of work into projects)
- Review Damage Descriptions and Dimensions (DDD), scopes of work, and costs
- Ensure that all damages identified by the Sub-Recipient are addressed
- Prepare for and Conduct Recovery Transition Meeting
- Provide Secondary and/or further specialized review including but not limited to Supporting Documentation, DDD’s, Scopes of Work, Costing, EEI Completeness, Site Inspection Report Accuracy/Completeness, Contracts, Applicant Provided Information, Damage Inventory Items attached in the Grants Manager and/or EMMIE Systems. This review includes providing findings, recommendations, and amending projects in Grants Manager and/or EMMIE
Additional Tasks
- Provide comprehensive reviews and cost reconciliation or open applicants’ projects
- Review and prepare amendments for scopes of work, including related code and standard requirements
- Review applicant-provided cost claims for reasonableness and eligibility
- Review closeout claims and develop recommendations to FEMA as to whether the claim is eligible.
- Prepare amendments for closeout reconciliation
