Duties:
The performance of this work requires the application of broad knowledge of a wide variety of logistics support activities necessary to support Navy Operations. These include, but are not limited to:To identify all activities that will be involved in providing needed logistical support.
- Provide services in connection with Stock Control operation and aviation supply outfitting support.
- Provide guidance in aviation supply/logistic management for ashore activities.
- Provide analysis and measurement of supply effectiveness of ASD.
- Collect, review, monitor and analyze data received from ashore aviation units.
- Initiate and review configuration management and outfitting directives, develop AVCAL and SHORCAL product listings, and review IMRL listing for accuracy.
- Review, analyze, and monitor financial reports, including Command Financial Management Systems (CFMS), budget allocations, grants, and expenditures of Operating Functional Category 20.
- Collect, compile, and track financial data for use by CNAP supply personnel in the planning, programming, budgeting and execution of food service and retail operations equipment and supplies.
- Prepare the following documents for CNAP Supply and/or Comptroller review and release to support financial obligations for transactions of Ship Operations funds affecting CNAP official financial records.
- Provide services in connection with non-aviation supply technical support for all CVNs, provide support for OBRP's allowancing/outfitting requirements, review proposed ILS, review COSAL initial outfitting requisitions, attend ILSMT meetings and review ASI reports.
- Provide services in all Ashore and Afloat Financial Operations in current and future Financial Management Information Systems.
- To monitor progress toward meeting the logistics plan and to identify the cause and impact of delays or other problems (varying degrees of responsibility for taking actions to prevent or overcome such problems may also be included).
- To evaluate plans for and provision of logistical support for feasibility, efficiency, and economy, and to develop alternatives when required.
- The determination of detailed requirements, within available or allocated resources, for funds, manpower, facilities, equipment, supplies, and services.
- The design and development, procurement, production, storage, distribution, maintenance, transportation, utilization, and disposal of material.
- The acquisition and training of personnel.
- Monitor and track funding documents, in SABRS and CFMS, to ensure funds are properly obligated or recaptured for re-use.
- Provide monthly funds execution spreadsheets, to the Ship Ops PM, to identify the six Pacific Fleet carriers.
- Produce charts, graphs, and other analytical data/reports to CNAP logistics management for analysis. These are monthly recurring type reports for which due dates are based on end-of-month, end-of-quarter, end-of-fiscal year processing dates.
- Conduct trainings, assessment and inspections of GCPC program to ensure compliance with NAVSUP CCPMD directives, rules and regulations.
- Provide oversight to all APCs for CVNs and CNAP subordinate commands including squadrons, ASDs and FRCs regarding GCPC program.
- Prepare reports and submit results including recommendations for improvements for all inspections and assessments conducted.
