Serco is seeking a motivated individual to provide programmatic support to PMS450, the VIRGINIA Class Submarine Program Office customers. Serco-NA has an opening for a senior analyst and manager with submarine expertise to support Post-Delivery Availability Management Team at the Navy Yard in Washington, DC.
The Senior Management Analyst will be on a dynamic team, supporting Team Submarine and be the primary customer contact for all activities, regularly meeting with and updating the customer on project status. Serco supports the US Navy as the prime contractor for their Team Submarine Ships Acquisition Program Management (SHAPM) contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
In this role, you will:
- Be the primary customer contact for certifying VIRGINIA Class Submarines.
- Establish and maintain effective relationships with the program manager and the deputy program manager.
- Establish and maintain effective relationships with SUPSHIPS and NAVSEA 08.
- Lead program review sessions with customer to discuss cost, schedule, and technical performance.
- Provide acquisition management planning and execution support
- Work with the shipyards.
- Provide 3M, Maintenance, and Production coordination.
- Provide additional responsibilities to include, but are not limited to:
- Assist in identifying deficiencies and corrective actions to accomplish the certification of the submarine during Post Shakedown Availability (PSA).
- The SMA will provide expertise in material certifications as well as ensuring all major milestones are met during the PSA as follows:
- Supporting the 450C team in managing the technical and administrative staff and providing ongoing direction in the performance of the certification.
- Developing and monitoring program plan including time and cost estimates, ensuring delivery of the submarine on schedule and within funding.
- Leading technical discussions for project reviews, including preparing and delivering formal briefings.
- Providing a senior functional and advisory role to PMS450 leveraging prior experience and familiarity with submarine new construction from shipbuilder, Supervisor of Shipbuilding, and PCU perspectives.
- Providing PCU Command contextual experience to senior personnel and senior level program management in PMS450.
- Reviewing shipbuilder activities ensuring support is properly accounted for and sequenced.
- Providing general program support, including briefings, graphic work, visual presentation, word processing and responding to NAVSEA requirements.
- Performing additional duties and responsibilities as assigned.
To be successful in this role, you will have:
- Ability to obtain and maintain a DoD secret clearance.
- A Bachelor’s degree in accounting, business, finance, or related field
- A High School Diploma/GED and 4 years of additional experience supporting a Navy customer in a business or financial capacity will be considered in lieu of a Bachelor’s degree in accounting, business, finance, or related field
- 7 years of experience in program/project management. (Experience supporting a Navy customer in a business or financial capacity highly preferred)
- Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
- The ability to travel at least 10% of the time.
Additional desired experience and skills:
- A current or active DoD Secret security clearance
- Experience managing a staff.
- Active-duty experience in the submarine service is a plus.
- Professional first hand knowledge and technical expertise with submarine new construction.
- Professional knowledge and technical experience with submarine Supervisors of Shipbuilding, PCU ISICs, and TYCOM representatives supporting new construction.
- Professional knowledge and technical expertise with PCU preparations.
- Proficiency in Microsoft Office products (Word, Excel, PowerPoint, Project, Outlook).
- Experience with Navy acquisition and/or In-Service Programs.
- Experience leading a projects and interfacing with an end item customer.
- Recent experience in Team Submarine.

In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is $96,936.08 to $157,519.86; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
