ITC is seeking a Senior Manager/Action Officer to be a member of our LESIS team supporting our customer at the Department of Justice. This individual will support a new Federal Government wide program providing PMO support to maintain a National Law Enforcement Accountability Database (NLEAD) as a centralized repository of official records documenting instances of law enforcement officer misconduct as well as commendations and awards. Department of Justice (DOJ) Office of the Chief Information Officer (OCIO) Law Enforcement Services and Information Sharing (LESIS) Section serves as the FBI Criminal Justice Information Services (CJIS) Systems Agency (CSA) for hundreds of DOJ, as well as other Federal and Tribal public safety agencies and entities. It is responsible for establishing and administering an information technology security program across its User Agencies while providing the technical capabilities to access national crime information systems for authorized criminal and non-criminal justice purposes.
The position will be focused on Federal Agency Governance and Stakeholder analysis to help identify members and develop committees to shape program policies, support NLEAD governance bodies to ensure consistent coordination and implementation of strategic mission-driven information exchanges, provide advice and guidance to the program office and mange the process of collecting and analyzing information regarding NLEAD partners, participants and decision makers that impact the success of the NLEAD program.
Responsibilities:- Own customer management segment, to include programmatic issues
- Proactively use own initiative to prioritize tasks and independently or working with a small team move tasks/projects towards a done state
- Engage with Senior government officials to solve complex problems with very little oversight or guidance
- Responsible for tracking and reporting detailed metrics and purpose innovative solutions
- Analyze and assess information, data, and metrics to turn into actionable tasks and direction
- Each action officer focused on their assigned program area; Agency Partner Management, Policy Management, and Governance (Executive Reporting and Leadership Support)
- Assist PM in managing program performance and quality of program
- Execute Working Group governance meetings - ensure that information regarding decisions, action items and issues needing resolution are up-to-date and accurate.
- At times, represent NLEAD to Senior Government Officials
- Responsible for resolving issues/conflicts and overall program success
- Oversee accurate required reporting and effective communication to all Stakeholders
- Develop program documentation, build out Information Library, Implementation Guidance toolkit.
- Support customer support and coordination with more than one hundred federal agencies
- Act promptly to complete assigned work
- Comply with reasonable controls and record keeping requirements
- Make sound recommendations based upon Stakeholder Analysis
- 7+ years management experience leading a Program Management Office (PMO) implementing new interagency programs providing policy, governance, and customer relationship management
- 10+ years of related professional experience in the federal government space interfacing and partnering with executive leadership - excellent understanding of government processes
- Ability to communicate effectively with Senior Government staff (DOJ and other Federal Agencies)
- Experience and understanding of Human Resources to include employee suitability procedures, preferred
- Ability to develop/edit and brief presentations and planning documentation for senior Government staff.
- Comfortable working in an ill-defined workspace (not a clear scope) i.e. helping to build out a new program/processes
- Ability to coordinate and manage multiple tasks and priorities
- Strong communication and interpersonal skills for effective stakeholder management
- Proficiency in project management tools and software i.e. MS Project, Jira, Power Apps, etc.
- Proficiency with Word, Excel, PowerPoint, Outlook, Dynamics CRM
- Prior Law Enforcement exposure or familiarity with federal/state law enforcement or Federal Agency program exposure, preferred
- Bachelor’s Degree, required; advanced degree preferred
- Project Management Professional (PMP) certification or HR related certifications preferred
SECURITY CLEARANCE REQUIREMENTS:
- Ability to obtain a DOJ public trust clearance; candidate selected will be subject to a Government Public Trust security investigation and must meet eligibility requirements for access to the customer's Current clearance is not required, but selected individual cannot start the assignment until the required security clearance is granted by the customer.
WORK ENVIRONMENT AND PHYSICAL DEMANDS: Candidate must be able to function in general office environment.
