Senior Manager (or Associate Director) of Health Care Access - NASTAD

We are seeking a dedicated professional for a pivotal role on the Health Care Access team. The position is available at either the Senior Manager ($80,000 – $87,000) or the Associate Director ($98,000 – $105,000) level. The final candidate will be assessed based on their skills and experience and placed at one of these two levels accordingly.

Regardless of the level, this position will play a crucial role in our ability to increase the impact of HIV and viral hepatitis programming within state and local public health departments. You will lead initiatives, provide strategic recommendations, develop resources, and facilitate activities strengthening health departments. Reporting to the Director of Health Care Access, this position will be responsible for planning and managing complex projects with tight deadlines that involve coaching and mentoring, providing technical assistance, writing federal grant reports and applications, engaging critical partners, and collaborating at all levels within our organization.

The ideal candidate will be a self-starter who can develop and execute new projects on time and on budget amid competing priorities in a fast-paced environment.

Essential Duties at the Senior Manager Level:

• Develop resources and technical assistance to improve state health departments' ability to run effective Ryan White, ADAP, and EHE programs.
• Assess state health department and territory needs, especially regarding enhancing administrative, operational, and leadership capacity for state health departments.
• Identify opportunities to partner with national organizations and pursue new relationships with non-traditional partners working on HIV and viral hepatitis systems of care.
• Solicit subject matter experts to complement the work of NASTAD and its comprehensive blended funding streams.
• Provide quantitative and qualitative analysis of HIV and viral hepatitis care and treatment programs and their clients.
• Contribute to developing grant funding applications, narratives, annual reports, and technical reviews.
• Represent NASTAD and its positions at meetings, briefings, and consultations related to state department HIV health care programs.
• Provide timely support to NASTAD’s members through responsive and innovative messaging, mentoring, networking, and technical assistance activities.

Essential Duties at the Associate Director level:

All of the Senior Manager Essential Duties, plus:

• Supervise team members, providing them with continuous feedback and coaching to assist them in meeting objectives and deliverables.
• Provide policy and programmatic recommendations to NASTAD leadership related to Ryan White programs, ADAP programs, and syndemic approaches that support Ending the HIV Epidemic.
• Spearhead and proactively manage new partnerships with national organizations and non-traditional partners advancing the work on HIV and viral hepatitis systems of care.
• Lead the team’s monitoring and evaluation efforts to measure program and project effectiveness and enable continuous improvement in our work.
• Take the lead in reviewing contracts and budgets.
• Manage the development of grant funding applications, narratives, annual reports, and technical reviews.

Skills/Knowledge/Abilities

• Expertise in Governmental Public Health Systems, especially Ryan White and ADAP program administration
• Expertise in Ending the HIV Epidemic (EHE) or syndemic programming, such as hepatitis and harm reduction programming, is a plus
• Knowledge of HIV treatment and care
• Ability to synthesize needs from health departments to create solutions
• Strong Adult Facilitation and collaboration skills
• Strong technical writing skills
• Policy Analysis, especially on federal HIV and Hepatitis program implementation
• Strong organizational skills, including project planning and project management
• The ability to manage multiple priorities in a fast-paced environment while meeting all deadlines
• Strong design skills, especially surveys, Requests for Information (RFIs), need assessments, FAQ sheets, and toolkits

Experience/Education 

• Master’s or bachelor’s degree in social services, Public Health, Public Administration, or any equivalent combination of training, education, and experience that demonstrates the candidate’s ability to perform the position’s duties
• At least 8 years of related experience with progressively increasing responsibility, preferred (Senior Manager)
• At least 10 years of related experience with progressively increasing responsibility, preferred (Associate Director)
• Experience working in health departments
• Experience working with cross-functional teams

• Full-time, 40 hours/week role.
