Custom Job Purpose:
Responsible for providing assistance in the preparation of payroll and direct supervision of the payroll assistants for the school district. This position will assume responsibility for the entire department in the absence of the Director.
Essential Functions of this Job
Provides assistance with planning, preparation and completion of all aspects of the district#s payroll function. Directly supervises, trains and evaluates assigned personnel in the performance of work activities in the processing of payroll in accordance with departmental procedures along with state and federal laws. Provide guidance with day-to-day questions and problems related to processing of employee hiring, changes and terminations, work with outside agencies that are requesting information, system/data processing improvements, and overall maintenance of our payroll information. Recommends procedures to the Payroll Director to improve internal controls and to streamline various team activities. Maintains a payroll department procedure manual that provides detail instructions for the processing of payroll transaction within the department and for external departments# entry of payroll data. Monitors the wage provisions of the collective bargaining agreements for compliance. Provides training and assistance to school personnel with payroll matters. Approve issuance of special payroll checks, reviews and approves terminal pay calculations, reviews final and amended salary certifications.
Responds to requests from local, state, and federal agencies for salary information and attends hearings as needed.
Communicate effectively with other departments, schools, employees, state agencies and vendors by phone and email. Secure printing of various forms and schedules, assist Specialist-Payroll Accountant and Senior Technician as needed.

Knowledge, Skills and Abilities:
Extensive knowledge of payroll processing including laws and regulations, management techniques and accounting. Must possess good oral and written communication skills. Ability to analyze data, then troubleshoot any discrepancies and implement corrective procedures. Considerable knowledge of payroll systems, policies and administration. Considerable knowledge of modern office practices and procedures. Proficient in the use of the computer and other office machines. Ability to set priorities and manage time. Ability to communicate effectively, orally and in writing. Ability to perform well under the pressures of deadlines. Ability to direct employees and step in and complete assigned duties when necessary. Bilingual/biliterate preferred.
Education, Experience and/or Certification/License Requirements
Graduation from an accredited college or university with a Bachelor#s Degree in Accounting or Business related field; minimum of (5-7) years' experience in accounting and payroll, previous supervisory experience preferred.
Work Context:
Requires sitting and some standing, walking and moving about to coordinate work. Requires face-to-face discussions and contact with individuals and/or teams Requires the use of alternative communication systems, such as electronic mail, telephones and computers. Requires coordination of work tasks to establish priorities, net goals and meet deadlines. Requires work with both internal and external contacts, and with the public.
Physical Environment:
Requires working indoors in environmentally controlled conditions. Requires sitting for the majority of the
day, and the ability to lift, carry, move and/or position objects infrequently weighing up to 20 pounds.
