DutiesBASIC DUTIES AND RESPONSIBILITIES: BASIC DUTIES AND RESPONSIBILITIES: The Senior GEOINT Authority, Maritime (SGA-M) DISL serves as the NGA/DoD Hydrographer and Senior representative for all issues concerning maritime Safety of Navigation (SoN), and represents the D/NGA in the maritime Functional Management role
They are the principal representative for analytical and technical issues related to NGA maritime SoN GEOINT initiatives and coordinate, integrate and orchestrate operations within the maritime data domain
The individual must understand the SoN information provider/mariner relationship and promote effective maritime information and data user relations.The SGA-M has routine and repeated contact with senior intelligence, defense and national security officials and collaborates with senior level counterparts across NGA, IC, DoD, international partners, industry, academia and other stakeholders across the maritime data domain
These include the International Hydrographic Organization (IHO), International Maritime Organization (IMO), National System for Geospatial Intelligence (NSG), Allied System of Geospatial Intelligence (ASG) and others
The SGA-M must fully understand and articulate national security mission directions, user needs, technical state of the art capabilities and current research directions
The SGA-M is expected to speak publicly on NGA maritime geospatial and science activities, and US Inter-agency efforts to improve the means of navigation
They develop organizational strategies regarding maritime as needed, linking efforts between levels of NGA to align goals, objectives and implementation activities
SGA's guide the development of geospatial data standards, capabilities, tradecraft and training for the maritime workforce and help define organizational strategic directions.The SGA-M has responsibility for ongoing evaluations of mission status, and mission assessments as required
Assures investment activities are future focused, aligned with leadership priorities, working across organizational lines to identify and respond to opportunities, securing funding for priority mission activities where possible
Additionally, the SGA-M works with Office leadership on production activities to align with long term goals within NGA and DoD community guidance, and adhere to the requirements and constraints of international treaty obligations, US Code and international regulatory agencies
As a member of the Source Component executive leadership team, the SGA-M is expected to effectively contribute to broader mission modernization efforts (linked to NGA's Strategic Objectives) including data governance, sharing and integration, collection, and dissemination across the Source enterprise; to support our customers
Supporting the drive to become a data-centric geospatial organization, the SGA will strategically guide and actively shape modernization efforts to enable progress on interoperability, automation, and infrastructure needs
Given the SGA's high level of partnership engagement and community knowledge, coupled with collaboration across S, T and R, the SGA will purposefully guide modernization by advocating for alternate solutions in the realm of data services and advanced analytics

Maritime Geospatial data Governance and Regulatory environment: Demonstrated leadership and expert level understanding of the US, DoD and International maritime geospatial community and its associated organizations in relation to maritime safety of navigation policies and programs
In-depth knowledge of Inter-Agency, Inter-Governmental Organizations (IGO), Non-Governmental Organizations (NGO), multi-lateral and bi-lateral arrangements that govern maritime Safety of Navigation (SoN) processes
This includes, but is not limited to; the International Hydrographic Organization (IHO), the International Maritime Organization (IMO), the U.S
Committee on Marine Transportation Systems (CMTS), the National System for Geospatial Intelligence (NSG), Allied System for Geospatial Intelligence (ASG) and NATO
Expert knowledge regarding the structure, roles and functions relative to maritime safety of navigation and the provisioning of hydrographic information, and NGA's role within each governance processes.2
Marine operations and navigation: Demonstrated experience and leadership in a maritime vessel operations and management with a subject matter expert knowledge regarding navigational issues, including maritime sciences and vessel management (not limited to) vessel operations, vessel navigation, electronic charts, digital publications, Navigation Warnings, tides, currents, ice cover, and the regulatory environment that govern military, domestic and international maritime shipping.3
Hydrographic data collection: Demonstrated leadership and expertise in the collection and management of hydrographic data and collection systems (ex: acoustic multi-beam, single-beam, bathymetric LiDAR, multi-spectral etc) and operational constraints
Expert knowledge of the collection of seabed data, bottom returns and associated data products including corrections and additional data (backscatter, water column etc)
Working knowledge of related science fields such as, magnetic model, gravity and global datum issues.4
Maritime information production: Demonstrated leadership and expertise with the provisioning of nautical cartographic information and operational requirements including the design, production and management of maritime geospatial information to meet Safety of Life at Sea (SOLAS) criteria
This includes demonstrated expertise in ISO 9001 Quality Management, data source management, production of cartographic and marine information (ex: Nav Warnings, nautical cartography, nautical publications, tides etc) and operational constraints that impact the production of data products, including Information Technology and cyber challenges
Working knowledge of product distribution systems (RENC, printing, web etc), and data assurance broadly.5
Large Organization Leadership: Significant executive/expert level experience leading substantial organization working with 50+ persons (directly or indirectly), managing complex projects, operations or production systems including budgeting, resourcing and contracts oversight
A working knowledge of leading change to include innovation, external awareness of impact, strategic thinking, and vision for organizational change
Requires knowledge of DoD and IC requirements and budget processes to include Agency level PPB&E efforts for SoN mission sets.Specialized Experience: This executive level position requires an understanding of marine safety of navigation related organizations, policies, regulations, programs and modernization initiatives relative to maritime vessel operations and vessel navigation
Candidates should have demonstrated experience collecting and managing maritime geospatial data, products and services
This should include experience in marine safety of navigation field (vessel operations, vessel management, fleet manager/port officer, hydrographic sciences (hydrography, geomatics, nautical cartography)), data standards and IT implementation challenges
Educational background to include a bachelor's degree or higher, and experience advising academic and industry research directions
The position requires an understanding of marine safety of navigation related organizations, policies, programs and modernization initiatives focused on the Universal Hydrographic Data Model (S-100), as well as a general knowledge of bi-lateral issues regarding sharing marine data
The position requires familiarity with advanced technology capabilities, including artificial intelligence, machine learning, and change detection
The position requires recent experience demonstrating effective leadership regarding maritime safety of navigation issues at the equivalent (SL, DISL, SES or DISES) or next lower equivalent level (GS-15, PB5, military O-6)
